This important study • identified 11 fish species and 2 freshwater mussels which are sensitive to degraded conditions along Tyler Creek. Siltation is identified as a major contributing threat to the biological integrity of Tyler Creek. Increased runoff resulting from surrounding and upstream development is another factor. During the same time period, Hey and Associates conducted a study of the Tyler Creek Watershed; especially within the city limites of the City of Elgin for flood control. Phase II of their study concerned the 1998 Tyler Creek Management Plan. Within the "Management Plan" the Wing Park area was identified for a multiple management control with the above suggested methods will interact holistically with and provide an energy balance for stream flow. The research and development at this site will function as an important demonstration project for the region. After construction the water will be monitored for three years and results will afford documentation to governmental units, volunteer organizations and private land owners. It should be noted that the water has been monitored in this area for the last five years by a local high school biology class which will help in determining the success of the project. Before-the commencement -of the construction phase of the project, an official stream aquatic survey will take place in spring, summer and fall for rare and endangered species. A minimum amount of trees will be removed on both bluffs to insure a safe working environment and open the forest floor to encourage native growth while ensuring stability of the slopes. Objectives: Construct stream bank stabilization, improve water quality, reduce situation, preserve the natural beauty of the meanders/wooded bluffs and littoral habitat. Positive impact on the littoral habitat: improve the environment and increase the native population of Largescale Stoneroller, Blacknose Dace, Southern Redbelly Dace, Northern Hogsucker, Short RedHorse, Smallmouth Bass, Fantail Darter, Rainbow Darter, Orangethrout Darter,Mottles Sculpin, Mussle Species-Slippershell Ellipse-Please see attached Tyler Creek Plan exceperts. Acknowledgement/Interpretive signage Report for the City of Elgin to encourage additional project sites. Media package during and after project. Experimental Design: The project will be a successful combination of a number of methodes of streambank stabilization and control. For example, lunkers, bio engineering, TRM Revetments, Stream Barbs, Riffle Pool system. Parker, City Manager SUBJECT: Authorization to Apply for a Conservation 2000 Grant for Wing Park/Tyler Creek PURPOSE The purpose of this memorandum is to seek approval from the Mayor and members of the City Council to apply for the Conser- vation 2000 Ecosystem Project for Tyler Creek in Wing Park. BACKGROUND Grant funding is available through the Conservation 2000 Ecosystem Partnership to perform stream bank restoration of Tyler Creek in Wing Park. The grant addresses the environmen- r tal issues of silt and flood waters entering the Fox River. A cooperative project will be coordinated with the City of Elgin, Friends of Tyler Creek and Openlands Project for Tyler Creek stream bank restoration in Wing Park. During a previous grant cycle, the City of Elgin was funded $35, 160 for continued bank and stream improvement on Tyler Creek in Eagle Heights. Conservation 2000 Ecosystem Grant funds are offered through the Illinois Department of Natural Resources to the ecosystem partnerships . The City of Elgin is a member of the Fox River Partnership. The proposed stream bank restoration concepts to be used on this project were taken from the Hey and Associates Report on the Tyler Creek Management Plan. Restoration methods sug- gested by Hey and Associates for this project site is ajaxes, lunkers, Log Rootwad, boulders, TRM Revetment, Stream Barbs and native plantings. Total length of restoration proposed is approximately 850 L. F. The grant request will total $143 , 500 . The state will require the City to use existing personnel and equipment costs equalling $25, 500 toward stream bank restoration. The differ- ence ($118, 000) will be funded by the state. The application deadline for this grant is February 16 . The acceptance date is May 1 and, if accepted, the work will take place between May and December, 2000 . , .
