RESOLUTION
RATIFYING AND AUTHORIZING EXECUTION OF A
GANG RESISTANCE EDUCATION AND TRAINING FUNDING APPLICATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby ratifies and approves the Gang
Resistance Education and Training Funding Application to the
Department of the Treasury, Bureau of Alcohol , Tobacco and
Firearms, executed by William D. Miller on behalf of the City
of Elgin, a copy of which is attached hereto and made a part
hereof by reference .

NARRATIVE
The City of Elgin,Illinois is approximately thirty-five(35)miles northwest of the City of
Chicago,in the Fox River Valley. The City is found at the end of the northwest portion of the
"golden corridor." The City is an extremely diverse community committed to safe
neighborhoods,and upgrading quality of life issues.

Elgin is a growing community. Population figures given in a special 1996 census,placed
Elgin's population at over 86,000. Current estimates suggest that the population is probably over
90,000. Growth estimates place the population at over 100,000 by the year 2010. As the City
grows,so to will the population in the middle schools which will bring a need to significantly
expand the G.R.E.A.T. program.
Elgin's participation in the G.R.EA.T. program began in 1994. The program has enjoyed
a great deal of success. The program is considered an important part of the City's strategic plan
to reduce gang related violence.
The Department is noticing a trend of increasing youth violence and younger children showing •
signs of gang involvement. Grant funding would enable our Department to train officers •
to teach G.R.EA.T. in their respective neighborhood middle school.
Our Department has been and continues to be committed toward curbing gang related violence.
Recently,The Department has doubled its drug unit,gang crimes unit, and is moving toward a
erk gang/drug surveillance unit. These initiatives are part of strengthening the Depai tthent's
enforcement arm.
The Department has also received tentative approval from the local school district to increase the
number of school liaison officers in the middle schools.
Please note that a number of figures are missing from the crime statistics you have requested.
This Department logs those categories of juvenile crime under the heading of offenses against
children and does not separate individual crimes.
Also,please note the asterisks at the end of school population figures. The population figures
show public school population as of September 30, 1998. The figures do not include private and
parochial schools which are not currently taught G.R.E.A.T. in their respective schools.
The City of Elgin is committed to building a safe community through education and
enforcement. The G.R.E.A.T. Program gives the youth of our community a proactive tool
to help them resist violence and gang involvement.

Gang Resistance Education and Training (GREAT)
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council information to consider the
execution of a grant application from the U.S. Department of
Treasury, Bureau of Alcohol, Tobacco and Firearms in the
amount of $5, 000 for GREAT training.
BACKGROUND
Since 1993 , the GREAT program has provided education that
includes gang membership prevention, self esteem building,
conflict resolution, and drug resistance. Previously, GREAT
training was provided to all of the middle schools by two
School Liaison Officers sharing the responsibility on a part
time basis . The program will be expanded to provide training
for three School Liaison Officers to teach GREAT in Abbott,
Ellis, Kimball and Larsen Middle Schools as part of their
regular duties. The Police Department has utilized a similar
grant early in 1999 of which all dollars under the grant were
expended by sending two Resident Officers. The Resident
Officers were trained to enable them to provide GREAT train-
ing in the elementary schools in their neighborhoods .

INANCIAL IMPACT
None. Existing police staff will be utilized for the reimburs-
able grant program. Expenses eligible for reimbursement
under the grant include personnel costs, travel, and lodging.
LEGAL IMPACT

ALTERNATIVES
1 . The cost of the training could be expended from the
current budget .
2 . Additional officers would not receive training in order
to expand the GREAT program.
RECOMMENDATION
It is recommended that City Council authorize execution of
the grant application for GREAT training.

SUBJECT: G.R.E.A.T. Grant Application
Attached is grant application for GREAT training funds for fiscal year 2000. This grant is funded
through the Bureau of Alcohol, Tobacco, and Firearms. We received the application too late to
create an Agenda Item for the Mayor and City Council prior to the grant deadline, which is July 9,
1999. These funds would be used to pay for GREAT training for the new officers assigned to the
middle schools.
I am requesting your signature of approval to apply for the grant. The Agenda Item will be
completed in time to be brought before the Mayor and City Council at the July 14,1999 Council
of the whole meeting.
