ACCEPTING THE PROPOSAL OF MOTOROLA FOR RADIO EQUIPMENT
FOR THE FIRE DEPARTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of Motorola for radio equipment for the fire
department, a copy of which is attached hereto and made a part
hereof by reference.

SUBJECT: Purchase of Radio Equipment for Fire Department
PURPOSE
The purpose of this memorandum is to provide the Mayor and
Members of the City Council with information to consider the
purchase of seven mobile Fire Department radios for five
ambulances and two reserve engines, one portable Fire
Department radio, 17 mutual aid box alarm system (MABAS)
radios, three MABAS mobile radios, 77 noise cancelling
microphones and an intercom system for engine 6 .
BACKGROUND
When the new radio system was purchased, mobile radios were
not included for the five ambulances and two reserve engines
because of budget constraints. Instead, portable radios were
used in these units . The installation of mobile radios will
improve operations when using these vehicles . The extra
portable fire radio will provide a replacement for use when a
radio is sent out for repair.
The MABAS radio system is used whenever aid is required from
other fire departments and uses separate equipment from the
City system. The current equipment is greater than 25 years
old and in need of replacement . The 17 portables and three
mobile radios will be used for that purpose. This purchase
will provide MABAS radios to all front-line equipment and for
top management staff .
The noise canceling microphones will be used on portable
radios to improve communications at fire scenes . Improvements
will also be made to engine 6 ' s intercom system with a re-
placement system.
Motorola is the sole source provider for radio equipment to
the City of Elgin. Note that their quote has several items
priced from the State of Illinois pricing contract .

Motorola does not manufacture an intercom system, therefore,
three separate quotes were obtained from David Clark Co. ,
Setcom and Quala-Tel for the intercom system replacement .
Quala-Tel was low bid and also matches the systems now in use
on the rest of our equipment . The cost for the intercom
system from Quala-Tel is $1, 813 . 00 .

OPEN JUMP SEAT NOISE DEDUCTION
ALTERNATE JUMP SEAT PROVISION
In vehicles with intercom headset positions installed in open jump seat locations, the
combination of wind, road, and engine noise picked up by these jump seat headsets can, in
some cases,produce excessive;background noise in the intercom system. Additionally,wide
variations in engine noise (from idle to high RPM) can falsely trigger the intercom VOX
(voice activated) feature. 'this is especially true for older vehicles with open jump seats
located right next to the vehicle engine.
Tile recommended remedy for the above is to order an additional push-to-talk switch
encased in blue mounting box for each open jump seat position. These switches can be
conveniently mounted at each jump Suet location and wired so that the jump seat headset
microphone is disabled until the switch is pressed. The firefighter then uses the push-to-talk
on the intercom instead of the VOX(voice activated) intercom feature. Push-to-talk buttons
wired in this way only activate the intercom. Thcy do not let the jump seat locations talk on
the vehicle radio.
Alternately, you can order SICTRONICS headsets (SE-2P or SE-40P) with the intercom
push-to-talk switch already mounted on the carcup for the open jump seat positions. The
firefighter then uses the push-to-talk button on his headset carcup to talk on the intercom
instead of the VOX feature. The advantage of this method is that it eliminates having to
mount and wire additional push-to-talk buttons for the_jump seats. Note however, most
departments prefer to have all the headsets on the vehicle(s)the same so that any headset can
be used on any position. The headsets with intercom push-to-talk switches on them (Sr.2P
and SE-40P) cannot be used in a position that has radio transmit capability such as the driver
or officer's position.

Setcom will adjust internal setting& on the intercom system based on the radio interface device

device and internal setting may be required. To insure the correct radio interface device
