The electric equipment above referred to, owned, furnished :r installed by the Company shall be maintained by and remain the property of the Company, and tre Company shall have free access to said premises at all reasc:nable times for the purpose of installing, operating, maintaining, repairing, altering, or removing any of such property. In the event such equipment includes primary cable not in duct, the Customer agrees that the strip in which the cable is installed will be kept free from any over building or other obstruction that might interfere with the Company's ability to maintain such cable. In the event the Customer ceases to use the Company's electric service, the Company: (a) shall within 60 days after receipt of a written request from the Customer, or (b) may, at the Company's option, remove, at the Company's expense, all of the Company's electrical equipment located on said premises. The Customer agrees, at the Customer's expense, to provide and maintain in a good, safe and proper state of repair all . facilities furnished by the Customer in connection with this installation. In the case of a vault or ground-type Electric Service Station, the enclosure, foundation, fill and similar facilities shall be furnished by the Customer in accordance with the filed rules of the Company. In the event relocation is requested by the Customer or there is a change in the Customer's Operation or construction, which in the judgment of the Company, makes such relocation necessary, the Company will move such facilities at the Customer's expense to an acceptable location on the Customer's premises. If the Customer is not the owner of the premises—the Owner's consent to any relocation will be required when appropriate. Parker, City Manager SUBJECT: Electric Service Agreement .with ComEd for Elgin Public Museum PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider an Electric Service Agreement with Commonwealth Edison to provide an upgrade to the power feed to the Elgin Public Museum. BACKGROUND On June 10, 1998, the City Council awarded a bid to Northwest Contractors, Inc . of Elgin for the expansion and modernization • of the Elgin Public Museum, a facility owned by the City of Elgin. The total amount - of the bid award was $809, 709, including the alternate for replacement of front doors and hardware . This original bid award was slightly above the total budgeted amount, with the additional funding coming from excess Riverboat proceeds . As a result, the project does not have a contingency in place . In December of 1998, the City Council approved Change Order No. 1 in the amount of $55, 573 . The existing power feed to the Elgin Public Museum in Lords Park is a. single-phase service . The expanded museum will require three-phase electrical service to power the new elevator and new heating and cooling systems . Attachment A is a letter from project architect John Roberson describing the need for the upgraded power source . Based on his evaluation, discussions with Commonwealth Edison, and the recommendation of an electrical engineer, Mr. Roberson is recommending that the three-phase power be extended to the Elgin Public Museum. The cost for the power source upgrade, as calculated by Commonwealth Edison, is $15, 079 . The .cost of the power upgrade was not included in the original project budget . Therefore, funds must be identified to pay for the $15, 079 upgrade. Power supply upgrade could be funded through the General Fund special projects account . It should • be noted that the extension of three-phase power is necessary to serve nearby Lords Park Pool when it is planned for renova- tion in 2001 . The City' s architect for the pool has been consulted to ensure that the proposed power upgrade will meet Electric Service Agreement March 15, 1999 Page 2 • the needs of the new pool . There will be only a minor cost associated with the extension of power lines when the pool is renovated and the three phase extended for the Elgin Public Museum will meet the needs of the new aquatic center. The existing service is inadequate to be extended into the new addition. Knowing that there will ultimately be a north addition required to complete the Museum's needs, the electrical service was designed with the final build out in mind. The necessary motors for the elevator and any heating/cooling units would consume too much electricity if the single phase service was extended. To that extent, we thought it prudent to install 3 Phase wiring for an economy of electrical consumption now and, even more so, in the future when the north wing is complete. However, due to the small electrical demand required for this addition, Com Ed is exercising it's contractual option to charge.a.service fee for bring the service to the building'-` This option is allowed • when the demand for this enhanced service is not profitable for Com Ed. 'The fee for this service is $15,079.00 . This fee had inadvertently been left out of our estimates on this project. I have had several discussions with Mr. John Ardante of Com Ed about this matter. He has suggested that a possible alternative was to use 120/240 v - 3 Phase in lieu of the 120/208 v -3 Phase specified. The cost would be only slightly less. We investigated this system (see the attached electrical consultant's.letter) and find the following: 1. Com Ed is eliminating this system. It is not offered in new electrical grids, but is extended in existing grids. Elgin does have this grid curre,raly. 2. This system has some pronounced inherent inflexibility within it which limits its usage. Therefore, all current new 3- Phase systems avoid this archaic system. 3. The.elevator, used for building accessibility, needs the 3-phase wiring to economically run its motors. . .4. . Although not a.part of the.current Museum project, the new 3- Phase wiring will be required for the pumps and equipments at Lord's Park Pool when it is'renovated in a couple of years. The service needs only to be extended from the Museum to the Pool • at that time. 462 N. Elgin Museum — Electrical Service Dear John: This letter is per your request today, regarding the above-mentioned subject. • We itemize the electrical options as follows: 1. 120/208V, 3-phase, four wire WYE. 2. 120/240V, 3-phase, four wire Delta. Currently, Ceco is phasing the 120/240V, Delta Systems out. This is due to the unuseability of the 13-phase high leg (197 volts) from the Delta transformer. . No new Delta systems are being authorized, unless this service exists in an area. Ceco is recommending, strongly, that the most versatile system, 120/208V, WYE, be utilized due to the lack of a high phase. The equipment utilized for these voltages is all rated at 250 volts. Panelboards, switchboards, disconnect devices, metering equipment and related are not affected at all. However, certain specialty motors such as elevators, must me wound within certain tolerances. Example: 200-208V or 230-240 V. If you operate out of these ranges, you will shorten the life of the motor. (How much cannot be accurately determined.) We have all worked very hard to raise money, and we have a commitment of $330,000.00 to build exhibits in the new space. Our operating revenues have been curtailed for some time because we are closed to the public during construction. Between these two priority commitments, we do not have'an excess of cash at this time.. We also recognize.that this 3-phase electricity is necessary both for the Museum addition and the renovation of the Lords Park pool. The 3-phase at the Museum is to run the elevator, making the Museum fully accessible. At this time the Museum is prepared to offer$1,500.00 towards the cost of this Commonwealth Edison charge if it would be helpful to the project.
