Parker, City Manager SUBJECT: Funding Requests for Youth Sports Organizations PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the following general fund grants as recommended by the Parks and Recreation Board at its February 23 , 1999 meeting. BACKGROUND The City Council programmed $80, 000 in the 1999 budget to distribute among the nine youth sports organizations for facility capital improvements . Additionally, $17, 159 of em. unspent dollars were rebudgeted in 1999 from the 1998 capital fund, providing a total of $97, 159 available for youth organizations. In 1987 , the City provided $68, 000 of capital improvement funding for the Parks and Recreation Board to distribute to the five little leagues . In 1991, the leagues requested additional funding for capital improvements. The Parks and Recreation Board requested $50, 000 from the City' s Park Impact Fund to be distributed to the five leagues via a grant appli- cation process, at a maximum request of $10, 000 from each league . In 1992, Pee Wee Football was added to the list of youth organizations considered for funding and the total contribution from the City' s Park Impact Fund was increased to $60, 000 . In 1993, the Kickers Soccer Club was added, bringing the maximum expenditures from the City Park Impact Fund to $80, 000 . In 1995, staff requested the grant funding be incorporated into the Parks and Recreation Administrative budget as the grant program was considerably reducing avail- able moneys in the Park Impact Fund for other park projects . Additionally in 1995, the Parks and Recreation Board began prioritizing the youth sports organizations needs as a group versus individually. Grants were being funded to make an impact on improving failing infrastructure, code violations and aesthetics . In 1998, the Board discussed the elimination of the $10, 000 grant cap and requested each of the youth elibk sports organizations submit a five-year improvement plan. Instead of each league possibly receiving up to $10, 000, they could receive much larger sums in one year and less or nothing Funding Requests for Youth Sports Organizations March 4 , 1999 2 ra- in other years . The intent is to enable the organizations to complete larger capital improvements that the organization may not be able to fund on their own, such as a new concession/ bathroom building, field lighting, etc . This year, staff met with each of the nine youth sports groups (the Elgin Heat softball group was added this year) to view the specific needs of each facility and develop a proposed five-year plan for the Boards ' review. The Board distributed funds based on the current condition of each facility and the priority needs for the proposed improvements. At their February 23 meeting, the Parks and Recreation Board approved the following projects : Little League Amount American Legion Post $ 5, 875 Field lighting repair American Little League $ 4 , 400 Dugout repair: $1, 200 Bathroom repair: $3, 200* Babe Ruth Teener League $ -0- Funding request held pending further information Classic Little League $35, 000 Construction of new concession/restroom facility* Continental Little League $ 8, 500 Musco lighting final payment : $5, 500 Field lighting repair: $3 , 000 Elgin Heat $ 4 , 000 Backstop safety upgrade Elgin Kickers $ -0- Not funded at this time National Little League $ -0- Funding request held pending additional information Youth Football League $ -0- Not funded at this time Total : $ 57, 775 * Denotes youth organization funding a portion of project .
