RESOLUTION
AUTHORIZING THE PURCHASE OF COMPUTER EQUIPMENT FROM
DTK COMPUTER INC.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that pursuant to Elgin Municipal Code Section
5 . 02 . 0208( 6 ) the City Council hereby finds that an exception to
the requirements of the procurement ordinance is necessary and
in the best interest of the city; and
BE IT FURTHER RESOLVED that it hereby authorizes the
purchase of certain computer equipment for evidence tracking
from DTK Computer Inc. , a summary of such purchases is attached
hereto and made a part hereof by reference.

SUBJECT: Evidence Tracking and Computer Equipment
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider the
purchase of computer equipment for evidence tracking and for
other operations in the Police Department .
BACKGROUND
The City of Elgin was awarded a COPS MORE Block Grant in 1996
for the purchase of equipment to assist in law enforcement .
The City Council appointed an Advisory Board as required by
the grant . The City Council has received and accepted the
"` recommendations of the Advisory Board regarding grant expendi-
tures .
One of the projects recommended by the Advisory Board and
approved by the City Council was the evidence tracking program
with a grant allocation of $17, 550 . Two bids were received,
Bradford Systems ($18 , 495) and Porter Lee ($9, 617) . While
investigating these bids, we contacted the Illinois State
Police to create a seamless connection to the Illinois State
Police Crime Labs . The result of these inquiries and subse-
quent conversation led to an offer from the Illinois State
Police to make the City of Elgin the first municipality to use
their newly-developed evidence tracking program. The State
Police program has numerous advantages and is being offered at
no charge . The State Police will provide ongoing support, and
the only cost to the City will be the equipment costs and data
conversion costs . The State Police is attempting to convert
our data currently, and it is believed they will accomplish
the conversion at no cost .
Since there is no longer a need for the evidence tracking
program as originally envisioned, it is recommended that both
bids be rejected and the funds be redirected to the purchase
of computer equipment to handle the State Police evidence
program, as well as six additional computers to replace
outdated systems elsewhere in the Police Department . This
expenditure is in keeping with the Advisory Board' s recommen-
dations and it is within the guidelines of the COPS More Block
Grant ' 96 .

rib. The recommended equipment is listed in Attachment A. The
evidence equipment is proposed to be purchased from Intermec .
The software is hardware specific and therefore an exception
to the Procurement Ordinance as a sole source. The Intermec
prices are General Services Administration prices .
DTK Computers was the winner of a City bid for computers in
1996 . In an effort to maintain consistency among City-owned
computers, the bid award was extended by the City Council for
1997 . The computers have functioned well and are year 2000
compliant . It is recommended that the purchase of the DTK
computer equipment be authorized as an exception to the
Procurement Ordinance pursuant to Elgin Municipal Code

COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The Advisory Board has presented its recommendations to the
Elgin City Council . They recommended $17, 550 be allocated for
an evidence tracking software program and that any monies not
spent be reallocated towards computer equipment for the Police
Department.

FINANCIAL IMPACT
The total cost of the computer hardware and software equals
$17, 504 .46 . The funds to purchase these items are currently
available from the receipt of the Bureau of Justice COPS Block
Grant ' 96 . The purchase will be charged to Account No.
252-0000-791 . 92-50, Office Equipment .
LEGAL IMPACT
None .
ALTERNATIVES
The City Council could chose to accept the low bidder, Porter
Lee ($9, 617) and not participate with the Illinois State
Police in this program.

RECOMMENDATION
It is recommended that the City Council reject the two bids
for evidence programs, authorize the purchase of the equipment
from Intermec as an exception to the Procurement Ordinance as
sole source, extend the bid award to DTK Computer for computer
equipment for 1998 and authorize purchase of the the requested
equipment .

Additional bar coding equipment is being ordered to continue the roll-out of the Evidence
Management system to other ISP districts within the state. The system's bar code processing has
been specifically written to run on Intermec equipment. Thus, the need to continue the purchase
of Intermec equipment, identified on the BOA, remains. Since Intermec equipment is only sold
through through Value Added Resalers, who sale the equipment as package deals with application
software, this equipment must continue to be purchased directly from the Intermec Corporation.
