98-36 Resolution No. 98-36 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH CERTIFIED MIDWEST CONSTRUCTION INC. FOR THE HEMMENS ROOF/PAVING PROJECT WHEREAS, the City of Elgin has heretofore entered into a contract with Certified Midwest Construction Inc . for the Hemmens roof/paving project; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Joyce A. It will amend the scope of work and add the following items : 1 . Installation of water proofing material over new mechanical room area located in the southwest section of the building. 2 . The expense to repair this section at a later date would be greatly elevated due to the pavers and insulation that would have to be removed to access this material . Cost $22, 000 . 00 2 . Removal and replacement of insulating fill above mechanical room. Insulation fill material that had been installed in conjunction with water proof deck referenced in section 1 above had become wet and deteriorated. The material should be removed and replaced. Cost $ 2 , 984 . 00 3 . Expansion Joint Elevation changes on the roof deck that could not be determined prior to topping removal were discovered. Two special expansion joints should be added at these locations to ensure that any minor shifting of the paving slabs which would normally occur will not damage the waterproofing material . The cost for the two joints would be: Cost $ 2 , 669 . 00 4 . Concrete lamp post bases Three new concrete bases were specified for the lamp posts . After reviewing conditions and drawings, it was felt these bases would be difficult to waterproof . The design of the base was changed to ensure proper flashing of the base. This change requires a taller base and a coloring to be added to the concrete to better blend With the paving materials . Cost $ 1, 105 . 50 5 . Deletion of Bollards The project called for a total of nine bollards to be installed where the new paved area meets the existing plaza on the north and east sides . It has been determined that a more attractive alternative may be available, possibly small planters . Credit $ 2, 979 . 00 SUMMARY OF CHANGES: / 1 . Additional roof waterproofing $22 , 000 . 00 2 . Hemmens Roof/Paving Project Councilman McKevitt made a motion, seconded by Councilman Walters, to authorize the additional work related to the Hemmens roof/paving project in the amount of $26, 637 . 50 as outlined in Business Services and Properties Director Moller' s memorandum dated November 14 , 1997 . Yeas : Councilmembers Gavin, McKevitt, Schock, Walters , Yearman, and Mayor Kelly. Nays : None. Discussion of 1998 Budget and Five-Year Financial Plan ( 1998-2002) The Council continued their review of the 1998 budget and 1998-2002 financial plan. Discussion included but was not limited to the following items . Elgin Public Museum The Council discussed the plans submitted by Dahlquist and Lutzow regarding the Elgin Public Museum. Councilman Walters made a motion, seconded by Councilwoman Yearman, to approve Plan C, which is the full expansion of the east wing, at a estimated project cost of $878, 800 . Yeas : Councilmembers Gavin, Schock, Walters, Yearman, and Mayor Kelly. Nays : None. Councilman McKevitt abstained due to a conflict of interest. Councilman Gilliam arrived at 5 : 15 p.m. Mayor Kelly stated that Abbott Park has unofficially been called Abbott Park, and he asked that the Council consider renaming it. Discussion was held regarding reviewing the City' s Comprehensive Plan for possible updating, consideration to be given to adopting a program which would allow the City to retain all revenue collected for fines, the impact Governor Edgar' s pending legislation would have on riverboat lease revenue, the police automobile replacement policy and consideration for refurbishing. Weather conditions and the scheduling of work require that a decision to proceed with the additional work must be made next week. Please share this information with the Mayor and City Council members and determine if there is any objection to moving forward with the change to the Hemmens project . Moller, Director of Business Services and Properties FROM: Rich Hoke, Building Maintenance Superintendent SUBJECT: Hemmens Roof/Paving Project As you know, the Hemmens roof/plaza repair project is well underway. After removal of the topping slab, we are able to get a better look at the actual conditions which exist on the structural deck. We feel now that we can see the existing conditions, some k changes need to be made. First is an area to the west side of the south end. This is the area of new construction completed as part of the mechanical project 2 years ago. During this project, the deck area was covered with a waterproofing material with the intent that it would be covered within a short period of time. Due to the length of time between then and now, this material has been exposed to the sunlight. We feel that the useful life and reliability of this product have been greatly diminished. We are already seeing delamination of the seams . We feel that this area should be re- roofed before the pavers are installed. If this is not done at this time, there will be no guarantee covering this area. The expense to repair this section at a later date would be greatly elevated due to the pavers and insulation that would have to be removed to access this material . Certified Midwest Construction, the contractor for this project, has provided a price for this work of $22, 000 . 00 . It was also determined that insulating fill which was called to remain was too wet and deteriorated. This had to be removed. The cost for this work is $2, 984 . 00 . Elevation changes that could not be determined prior to topping removal were also discovered. A special expansion joint needs to be added at these locations to ensure that any minor shifting of the slabs which would normally occur will not damage the waterproofing material . Due to the quickly-changing weather, any delays on this project will push its completion to spring.
