RESOLUTION
AUTHORIZING EXECUTION OF A SERVICE AGREEMENT WITH
THE CHANNING YMCA
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, and Dolonna
Mecum, City Clerk, be and are hereby authorized and directed to
execute a service agreement on behalf of the City of Elgin with
the Channing YMCA for youth programs , a copy of which is
attached hereto and made a part hereof by reference.

SERVICE AGREEMENT
THIS AGREEMENT is made and entered into this 3n.l day of
, 1998, by and between CHANNING YMCA, a
not-for-p ofit organization, (hereinafter referred to as the
"YMCA" ) and the CITY OF ELGIN, Illinois, a municipal
corporation, (hereinafter referred to as the "City" ) .
WHEREAS, the City of Elgin, Illinois has determined it to
serve a beneficial public purpose to discourage criminal
activity through the promotion of alternative activities for
minors and to be in its best interests to aid the promotion of
such activities; and
WHEREAS, the YMCA provides activities to minors.
NOW, THEREFORE, in consideration of the mutual promises
and covenants contained herein, the sufficiency of which is
hereby acknowledged, the parties hereto hereby agree as
follows :
1 . The City shall pay to the YMCA the sum of $30,000 on
or before February 28, 1998 .
2 . The YMCA shall address all initial inquiries and
requests made pursuant to this agreement to City' s Recreation
and Facilities Superintendent.
3 . The YMCA shall apply the aforementioned $30,000 to
youth programming efforts .
4 . The YMCA shall provide a written report detailing the
disbursement of $30, 000 . This report shall be received twice
yearly on May 30, 1998 and December 31, 1998 to the Director of
Parks and Recreation and shall include but not limited to name
of recipient of service, type of program provided, attendance
of recipient and other pertinent information as provided in the
Parks and Recreation Department program evaluation form.
5 . The City shall have the right to review all
accounting records related to the use of the $30,000 .
6 . The YMCA shall indemnify and hold City harmless from
and against any and all claims for damages, suits, causes of
action or any and all other liability which may arise out of or
in connection with the performance of this agreement or other
operations as a result of any negligent actions by the YMCA.
7 . This Agreement shall be in full force and effect from
January 29, 1998 through December 31, 1998 .

SUBJECT: Channing YMCA 1998 Purchase of Service Agreement
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider the
1998 Purchase of Service Agreement with the Channing YMCA.
BACKGROUND
The Channing YMCA offers recreational and learning opportuni-
ties for Elgin ' s youth. A continued cooperative relationship
with the YMCA provides opportunities and activities to help
rik young people enjoy their youth and grow into productive and
responsible adults . The cooperative effort matches the goals
outlined in the Guiding Principles of Youth Initiatives in the
City' s Five-year Financial Plan. As part of the Purchase of
Service Agreement, the Channing YMCA is required to report on
the use of City funds and to perform a program evaluation
semi-annually.
Attached you will find a breakdown of how the City' s contribu-
tion of $30, 000 was utilized for various youth programs for
the YMCA. Also attached is a brochure that details this
support and identifies the City as an important contributor to
the YMCA. In addition, the City utilizes the Channing YMCA
for some recreation programs .

INANCIAL IMPACT
The 1998 Recreation Division budget, account number
010-5012-762 . 45-99 (miscellaneous services) , includes $30, 000
for this contract agreement .

ALTERNATIVES
The City Council could approve the agreement as drafted, edit
the agreement, or decline to provide support to the Channing
YMCA.
RECOMMENDATION
It is recommended that the proposed 1998 Channing YMCA Pur-
chase of Service Agreement be approved to provide $30, 000 of
funding toward youth programs .

Dear Maria:
My apologies for not sending a May report . However by the
time we receive the City of Elgin support check there is not much
activity on our part to which we apply the funds . We do however
use these funds significantly to sponsor youth in our Summer Fun
Club program and to sponsor memberships . I've enclosed a
brochure that details this support . It identifies the City of
Elgin as an important contributor to the YMCA and the sponsorship
to youth (and dollar amount) it represents .
To recap the contributed income from the City of Elgin to
the YMCA and how it was distributed:
• $15, 000 was used to sponsor youth in Summer Fun Club.
• $ 6 , 440 was used to sponsor youth in Aquatic & Sports
programs at the YMCA.
• $ 8 , 560 went to support the after school P.A.S.S.
program.
This support is very important to helping the Channing YMCA
provide a valuable service to youth and their families and it is
important in helping the operational support of Channing.
