RESOLUTION
AUTHORIZING FREE PARKING AT ATTENDED LOTS DURING THE
1998 FINE ARTS FESTIVAL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby authorizes free parking at attended
lots during the 1998 Fine Arts Festival .

SUBJECT: 1998 Fine Arts Festival Parking Hours Amendment
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
allowing unlimited parking at the Civic Center parking lot and
the Spring Street parking deck during the 1998 Fine Arts
Festival .
BACKGROUND
The 1998 Fine Arts Festival is scheduled for August 21, 22 ,
and 23 . The event will begin with a free evening concert by
the Elgin Symphony Orchestra at Wing Park on August 21 at 7 : 30
p.m. On Saturday, August 22 (9 am. - 10 pm. ) and Sunday,
August 23 (10 am. - 4 pm. ) , all festival activities will take
place at Civic Center Plaza.
The City Council is being asked to eliminate time restrictions
at the Spring Street parking deck and Civic Center parking lot
on Saturday, August 22 and Sunday, August 23 .
Currently, there are two and three-hour parking limits in the
parking lot and ten-hour limits in the deck. Allowing
unlimited parking for the festival encourages event attendance
and provides convenient parking for vendors and attendees
alike .

ALTERNATIVES
The alternative would be to not amend the hours of parking at
Spring Street parking deck and Civic Center lot on Saturday,
August 22 , 1998 .
RECOMMENDATION
It is recommended that the City Council approve unlimited
parking at the Spring Street parking deck and the Civic Center
parking lot on Saturday, August 22, 1998 in conjunction with
the Fine Arts Festival .
