98-13 Resolution No. 98-13 RESOLUTION AUTHORIZING THE SALE OF SURPLUS PROPERTY WHEREAS, the City of Elgin owns a certain 3M vacuum heated applicator used to make traffic signs; and WHEREAS, said applicator is no longer necessary or useful, and is generally not reparable; and WHEREAS, the City of Elgin has received an offer to purchase said applicator by Moshe Sheinfeld for the sum of $1, 100 . 00; and WHEREAS, said offer is the fair market value of the applicator. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that the sale of the city' s 3M vacuum heated applicator to Moshe Sheinfeld for the sum of $1, 100 . 00 is hereby approved. BE IT FURTHER RESOLVED that the sale of said equipment is without warranty or guarantee and shall be delivered to the buyer at Elgin, Illinois upon receipt of a cashier' s or certified check in the sum of $1, 100 . 00 . Malm, Interim City Manager SUBJECT: Sale of Surplus Sign Making Oven PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the sale of a 3M vacuum-heated applicator used to make traffic signs . BACKGROUND In mid-1997 the Sign Shop switched from heat-activated signing material to less expensive, pressure sensitive material . That rok change, coupled with the aid of a computer program and sign- making cutter, has significantly reduced the amount of time required to produce a sign, from approximately 60 minutes to an average of 15 minutes . Signs are now cataloged in the computer for easy duplication and are compliant with the Manual of Uniform Traffic Control Devices. Previously, signs were made by hand cutting each letter, symbol and border. Each sign would then have to be baked twice in the oven while allowing significant time to cool between cycles . This oven was purchased in July of 1972 for $1, 482 . 86. In October of 1997, Mr. Moshe Sheinfeld, a signmaker in Israel, contacted a member of the Sign Shop, via the Internet, and has offered to purchase the oven and any remaining heat-activated material for $1, 100 . 00. Any company in Israel wishing to produce signs for the government must have this type of oven in their shop, even if it is not used directly in the sign- making process . Mr. Sheinfeld has agreed to handle all ex- port/import documentation as well as packaging and shipment costs of the oven. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Mrs . Kari Jerick-Brunn of 3M' s Traffic Control Materials Division was contacted for information regarding the sale of rm. similar heat-activated vacuum applicators . To her knowledge, those who have switched to the more efficient method of manufacture have been able to sell these applicators for anywhere from $50 . 00 to $1, 500 . 00 . These items are obsolete by 3M standards and generally not repairable. LEGAL IMPACT 'i 1 one . ALTERNATIVES The alternative is to not sell the above-mentioned items . RECOMMENDATION It is recommended that City Council declare the oven surplus property and authorize the sale of the vacuum-heat applicator and remaining heat-activated material to Moshe Sheinfeld.
