98-106 Resolution No. 98-106 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH ILLINOIS HYDRAULIC CONSTRUCTION GROUP FOR THE WALTON ISLAND PATHWAY SYSTEM WHEREAS, the City of Elgin has heretofore entered into a contract with Illinois Hydraulic Construction Group for the Walton Island Pathway System; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Joyce A. The general contractor for this project is IHC Group, Inc. of Elgin, Illinois. Parker, City Manager SUBJECT: Change Order No. 1 for Walton Island Pathway System PURPOSE The purpose of the memorandum is to provide the Mayor and members of the City Council with information to consider Change Order No. 1 for the Walton Island Improvement Project. BACKGROUND On August 13, 1997, the City Council awarded to Illinois Hydraulic Construction ( IHC) Group, the Walton Island Improve- ment contract. The project generally consists of shoreline stabilization and installation of prefabricated bridges . Certain construction items were deleted from the original plans including pathways between the bridges, because of budgeting constraints . With the construction extending into the current season and with the full access to the islands for heavy construction equipment in place, it seems reasonable to have IHC complete the pathway construction and eliminate the need for another contractor to mobilize a temporary access to the islands . The new bridges cannot be used to haul asphalt material due to weight limits . IHC submitted a unit cost for the pathway paving equal to $30 . 00 per square yard for additional paving beyond those amounts originally included in the contract. The pathway construction consists of earth excavation, base course and asphalt. The contract unit cost with IHC for paving is $50. 00 per square yard for ramps to the bridges . Comparison with unit costs associated with this year' s general resurfacing programs for similar pavements indicate a unit cost of approximately $26 . 50 per square yard. The difference between $30 . 00 and $26 . 50 can be justified due to the additional handwork required. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED € None. C.O. No. 1, Walton Island April 1, 1998 Page 2 LN FINANCIAL IMPACT Ivy Funds are budgeted for this project in the amount of $108, 000 for landscaping and accessibility (pathways) in the Riverboat Fund Capital Account No. 275-0000-791 . 92-32 , Project No. 507400 . Of the $108, 000 budgeted, $40, 000 has been earmarked for the pathway system, with $68, 000 planned for the landscap- ing improvements . It is estimated that the pathway construction would require approximately 1, 167 square yards of asphalt for a total additional cost of $35, 010 . JEGAL IMPACT one . ALTERNATIVES Do not accept Change Order No. 1 and bid the work. Additional mobilization will be required and the cost will probably exceed $30/S .Y. Accept Change Order No. 1, reduce mobilization costs and allow the work to be completed this spring. RECOMMENDATION It is recommended that City Council authorize Change Order No. 1 in the total amount of $35, 010 and direct staff to execute the necessary documents . . -Respectfully subm' tted, )oyc A.
