97-57 Resolution No. 97-57 RESOLUTION AUTHORIZING EXECUTION OF A SERVICE AGREEMENT WITH THE CHANNING YMCA BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Robert O. Malm, Interim City Manager, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute a Service Agreement on behalf of the City of Elgin with the Channing YMCA for recreational activities, a copy of which is attached hereto and made a part hereof by reference. s/ Kevin Kelly Kevin Kelly, Mayor Presented: February 26 , 1997 Adopted: February 26 , 1997 Omnibus Vote: Yeas 6 Nays 0 Attest : s/ Dolonna Mecum Dolonna Mecum, City Clerk SERVICE AGREEMENT HIS AGREEMENT is made and entered into this day of 1997, by and between CHANNING YMCA, a not-for-pro t organization, (hereinafter referred to as the "YMCA" ) a d the CITY OF ELGIN, Illinois, a municipal corporation, (hereinafter referred to as the "City" ) . WHEREAS, the City of Elgin, Illinois has determined it to serve a beneficial public purpose to discourage criminal activity through the promotion of alternative activities for minors and to be in its best interests to aid the promotion of such activities; and WHEREAS, the YMCA provides activities to minors . NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein, the sufficiency of which is hereby acknowledged, the parties hereto hereby agree as follows : 1 . The City shall pay to the YMCA the sum of $30,000 on or before March 28, 1997 . 2 . The YMCA shall address all initial inquiries and requests made pursuant to this agreement to City' s Recreation and Facilities Superintendent. 3 . The YMCA shall apply the aforementioned $30,000 to youth programming efforts . 4 . The YMCA shall provide a written report detailing the disbursement of $30,000. This report shall be received twice yearly on May 30, 1997 and December 31, 1997 to the Director of Parks and Recreation and shall include but not limited to name of recipient of service, type of program provided, attendance of recipient and other pertinent information as provided in the Parks and Recreation Department program evaluation form. 5 . The City shall have the right to review all accounting records related to the use of the $30,000. 6 . The YMCA shall indemnify and hold City harmless from and against any and all claims for damages, suits, causes of action or any and all other liability which may arise out of or in connection with the performance of this agreement or other operations as a result of any negligent actions by the YMCA. 7 . This Agreement shall be in full force and effect from February 27, 1997 through December 31, 1997 . A report of how the donation was spent is as follows: Additional building supervisors (March - January) $6,440 Repairs and Maintenance (gas & oil) on bus for PASS 6,160 Bus driver for PASS 2,400 Youth scholarship (financial support) to Summer Day Camp 15.000 Total $30,000 Enclosed is a report done for the Invest In Youth fundraising of Channing YMCA and how the funds were designated for 1995 statistics. Stats are always one year behind. When we do the 1997 Invest In Youth we will include the City's support in this report as it will relate to the 1996 statistics. If additional information is needed, I would be most happy to provide it. The relationship we've shared with the City this last year has been very positive and we look forward to strengthening our relationship in the coming years. The YMCA's focus is on youth teens, seniors, young families, and those with disabilities. In support of this mission, through the YMCA organization, more than $362,000 is invested in sponsorship to youth and adults. Of this total, $268,000 comes from the Invest In Youth campaign and YMCA membership fees. Malm, Interim City Manager SUBJECT: Channing YMCA 1997 Purchase of Service Agreement PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the 1997 Purchase of Service Agreement with the Channing YMCA. BACKGROUND The Channing YMCA offers recreational and learning opportuni- ties for Elgin's youth. A continued cooperative relationship with the YMCA provides opportunities and activities to help rft. young people enjoy their youth and grow into productive and responsible adults . The cooperative effort matches the goals outlined in the Guiding Principles of Youth Initiatives in the City' s Five-year Financial Plan. As part of the Purchase of Service Agreement, the Channing YMCA is required to report on the use of City funds and to perform a program evaluation semi-annually. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT There is $30,000 included within the 1997 Recreation Division budget for Youth Programming Efforts (Miscellaneous Services 010-5012-762 .45-99) relating to this contract agreement. LEGAL IMPACT None. ALTERNATIVES The alternative for this Purchase of Service Agreement is to tow not fund the Channing YMCA for 1997 for $30, 000 .
