RESOLUTION
AUTHORIZING THE PURCHASE OF SEWER MAIN CLEANING EQUIPMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert 0. Maim, Interim City Manager, be and is
hereby authorized to purchase two Buehler solid waste cutters
in accordance with the quote submitted by PolyRep, Inc . dated
November 20 , 1997 , a copy of which is attached hereto and made
a part hereof by reference.

SUBJECT: Sewer Main Cleaning Equipment
PURPOSE
The purpose of this memorandum is to provide information for
the Mayor and members of the City Council to consider a
sole-source purchase of equipment for cleaning sewer lines .
BACKGROUND
The purchase of solid waste cutters by the Sewer Division was
approved for budget year 1997 . Purchase of the subject solid
waste cutters for ten-inch and 12-inch sewers will increase
elpw. staff efficiency by reducing the time required to clear
blocked sewers of obstructions such as tree roots and waste
accumulations .
The equipment is exclusively marketed by Poly Rep, Inc . of
Fort Worth, Texas (letter attached) . The City already has and
uses an eight-inch model distributed by the same company.
Staff contacted the Village of Rolling Meadows, Village of
Arlington Heights and also the City of Wheaton, which have
purchased the Poly Rep rooter cutter. To the best of their
knowledge, there is no comparable machine available from any
other manufacturer.

FINANCIAL IMPACT

There are sufficient funds for the purchase of this machine in
the Sewer Operating Fund Budget, account number
430-4202-772 . 91-46, project number 429015 . The total cost for
the equipment is $13, 727 . 32, per the attached price quote .

LEGAL IMPACT
P\ The subject purchase requires an exception to the Procurement
' Ordinance pursuant to the Elgin Municipal Code Section
5 . 02 . 020 B (6) . If the exception procedure is utilized, a
two-thirds vote of the City Council (five votes) is required,
with a finding by the City Council that an exception to the
requirements of the Procurement Ordinance is necessary and in
the best interests of the City.
ALTERNATIVES
None .
RECOMMENDATION
The recommendation is to authorize the purchase of two Buehler
Solid Waste Cutters (10-inch and 12-inch) from Poly Rep, Inc.
in lieu of the bid process . This recommendation is made due
to the demonstrated effectiveness of the machine and the
inability to procure an equivalent product from another
source .

product is imported and solely distributed in North America by Polyrep, Inc., located in
Fort Worth, Texas Polyrep, Inc. has an exclusive contract with the Buehler
Corporation for distribution of their products in North America.
