RESOLUTION
AUTHORIZING THE SUBMISSION OF A LETTER CONFIRMING
THE PARTICIPATION OF THE CITY OF ELGIN IN THE
INSTALLATION OF TRAFFIC SIGNALS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Kevin Kelly, Mayor, be and is hereby authorized
and directed to submit a letter confirming the intent of the
City of Elgin to expend the sum of $30, 000 for the installation
of temporary traffic signals at Randall Road and College Green
Drive, a copy of which is attached hereto and made a part
hereof by reference.

Dear Mr. McCoy:
The City of Elgin hereby agrees to pay Kane County to
design and install the temporary signals at the
intersection of College Green Drive and Randall Road.
The City shall issue the County a check for Thirty
Thousand Dollars ( $30, 000) , which the County represents
as the total cost to design and install said temporary
signals . This check shall be issued within thirty ( 30)
days of the County' s award of the project .
It is our understanding that the County will be
following up with an intergovernmental agreement. We
appreciate everything you and your colleagues are doing
to assist Elgin.

SUBJECT: Randall Road & College Green Drive Signals
between City of Elgin and Kane County
PURPOSE
The purpose of the memorandum is to provide the Mayor and
members of the City Council with information to consider
requesting Kane County to install traffic signals at City
cost.
BACKGROUND
Based on citizen requests for traffic signals at the above
intersection, the City retained Hampton Lenzini and Renwick to
o perform a traffic signal warrant study. The study indicates
the intersection warrants traffic signals . Staff submitted
the study to the Kane County Division of Highways for approval
and implementation.
Based on the study, the County prepared plans for temporary
signals and is now ready for bidding. The County has also
reviewed a request from the City to participate in the cost of
installing the temporary signals . The County has declined
participation because their permit for the construction of the
College Green Drive connection to Randall Road specifically
required the City (and the developer) to pay for the cost of a
permanent traffic signal installation.
In order for the County to proceed with the installation of
the temporary signals, a letter (sample attached as exhibit A)
must be forwarded by the City agreeing to pay all costs . The
costs will include design engineering, bidding, construction,
construction engineering and electricity on a permanent basis .
The City routinely agrees to pay electrical costs for signals
on City/County intersections . The City receives electricity
for signals from ComEd at no cost .
The permanent traffic signals can be installed once the
Spartan Drive extension is completed (scheduled to start in
2001) .

The agreement requires the City to pay Kane County $30, 000 . 00
for the cost of the temporary signals within 30 days of the
contract award by Kane County.
The City has not budgeted monies for the above work in 1997 .
The project will require locating a source of funding.
Should the City Council wish to pursue a project option beyond
the base budget, the following funding sources are available:
Funding Option #1 - 1997 Unallocated Riverboat Lease Funds
Through 1997, the City has received approximately $186, 000
above projections . To date, approximately $58, 300 is
available for programming from the Riverboat Lease Fund.
Funding Option #2 - 1997 Unallocated Riverboat Funds
Through 1997, the City has received $1 . 85 million above
projections, $677, 000 has been approved for other projects .
To date, there is $1 . 175 million available for programming
from 1997 Riverboat proceeds .
Funding Option #2 - General Fund Contingency
oThe adopted General Fund budget contains a $520, 000
contingency to allow for unplanned expenditures and/or an
unexpected revenue shortfall .
A budget amendment will be necessary.
LEGAL IMPACT
None.
ALTERNATIVES
Delay the project and budget funds in 1998 .
RECOMMENDATION
It is recommended that City Council authorize the Mayor to
sign the letter to Kane County.
