RESOLUTION
ACCEPTING ARBITRATION AWARD IN DISPUTE WITH
LOCAL NO. 439, INTERNATIONAL ASSOCIATION OF FIREFIGHTERS
WHEREAS, pursuant to the provisions of the Illinois Public
Labor Relations Act, the City of Elgin and Local No. 439 ,
International Association of Firefighters submitted certain
economic issues to a jointly selected arbitrator for hearing
and determination; and
WHEREAS, on September 18, 1997 an Opinion and Award was
rendered by George R. Fleischli, the arbitrator selected by the
parties; and
WHEREAS, the corporate authorities have reviewed said
Opinion and Award and determined that it is in the best
interest of the city to accept said award.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that the City of Elgin, Illinois,
hereby accepts the determination of George R. Fleischli entered
on September 18, 1997 in the arbitration prdceeding between the
City of Elgin and Local No. 439, International Association of
Firefighters and directs that determination on the economic
issues submitted by the parties be included in a collective
bargaining agreement for the 1997, 1998 and 1999 fiscal years
of the city.

Request from Mattie Jones for Modification of Ordinance
G89-95 Amending Liquor Code to Permit Class A Liquor License at
15 North State Street
Councilman Gavin made a motion, seconded by Councilman McKevitt,
to table this matter until the February 14, 1996, meeting in
that two of the Liquor Commission members are absent. Yeas :
Councilmembers Gavin, Gilliam, McKevitt, Schock and Walters .

Recommendation from Neighborhood Services Committee for
Parking Restriction on Shuler Street
Councilman McKevitt made a motion, seconded by Councilman
Schock, to approve the recommended parking restrictions . Yeas :
Councilmembers Gavin, Gilliam, McKevitt, Schock and Walters .

Recommendation from Neighborhood Services Committee for
Village of College Green Speed Limit Changes
Councilman Gavin made a motion, seconded by Councilman Schock,
to approve the recommendation of the Neighborhood Services
Committee to establish a speed limit of 25 m.p.h. on College
Green Drive, Pebble Beach Circle and Muirfield Circle. Yeas:
Councilmembers Gavin, Gilliam, McKevitt, Schock and Walters .

Stop Sign Installation Modification at Stewart Avenue and
Dakota Drive
Councilman McKevitt made a motion, seconded by Councilman Gavin,
to approve the aforementioned modifications. Yeas :
Councilmembers Gavin, Gilliam, McKevitt, Schock and Walters .

Reimbursement to Firefighters for Membership in Health Clubs
A discussion was held concerning whether firefighters should
continue to be included in the City's policy of reimbursing
employees for health club membership in view of the fact that
exercise equipment was recently purchased for the five fire
stations .
Councilman Gavin made a motion, seconded by Councilman McKevitt,
to reestablish the reimbursement to firefighters for membership
in health clubs . Yeas : Councilmembers Gavin, McKevitt, Schock
and Walters . Nays : Councilman Gilliam.

SUBJECT: Reimbursement of Firefighters for
Membership in Health Clubs
PURPOSE
To request that Mayor and Members of the City Council consid-
er whether or not reimbursement for the cost of membership in
health clubs should be continued in light of the establish-
ment of a Fire Department physical fitness program.
BACKGROUND
To encourage physical fitness, one of the benefits full time
city employees have had for many years is reimbursement for
the cost of health club membership (up to 50% of a YMCA mem-
bership) .
Last year, City Council approved a physical fitness program
in the Fire Department using monies from Foreign Fire Insur-
ance Tax to purchase equipment. In discussing the various
aspects of the program and the costs, it was believed to be
understood that the health club reimbursement plan will be
discontinued. However, firefighters have now questioned the
above understanding and would like the reimbursement program
to continue.

RECOMMENDATION
It is recommended that Council provide direction on whether
