Malm, Interim City Manager SUBJECT: Facade Project for 310 East Chicago Street PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider a Facade Improvement Program project for 310 East Chicago Street. BACKGROUND The owners of the subject property, Tina and Caesar Kalinowski, have asked to participate in the Facade Improve- ment Program. The building is the former Masonic Temple located on East Chicago Street and Geneva Street. Work to be accomplished will include masonry cleaning, terra cotta replacement, and tuckpointing. The architect contacted by the City to draw up the plans for the project is Dixon Associates , Ltd. , St. Charles . This firm has provided servic- es for other facade projects, including 163, 165, and 167 E. Chicago Street. The architect has provided an approximate estimate of $9 ,600 for services on the entire project ( $91, 000 construction estimate) on renovation of the entire facade) , including design, preparation of construction docu- ments, bidding and construction administration. Under the Facade Improvement Program, the City pays all architectural fees . The fee for this phase is $3,200 on a not-to-exceed actual time basis . As has been the case from the beginning of the program, architects have been selected from a pool of area profession- als identified as having a strong background in preservation projects and familiarity with the community. Those archi- tects are: Greg Berna, Elgin Burnidge Cassell Associates, Elgin Dahlquist & Lutzow, Elgin Dixon Associates, St. Charles Gilmore Architects, East Dundee Facade Project for 310 East Chicago Street April 18, 1997 Page 2 Selection of the architects for individual projects has been, from that time when the City amended the program to provide for architectural services, rotated among the pool of archi- tects . In 1992, Burnidge, Dahlquist and Dixon were approved to prepare drawings of blocks within the program area to establish a "vision" for the properties and to use for market- ing the program. When a project came in which was located in that block, it was assigned to the firm which prepared the drawing. However, if a property owner expresses a preference for one of the architects, efforts are made to honor that request. It is necessary to incur some architectural expenses prior to City Council consideration of the program in order to deter- mine the scope of the project. The architect prepares a conceptual design and project cost estimate for review with the applicant. The applicant uses this information to decide whether to continue with the project. Architects are asked to provide estimates of fees in the following categories : Design development, construction, bidding and negotiation and construction. The design development stage involves prepara- tion of conceptual drawings and cost estimates and normally does not exceed $2 ,000 for that service. The architect will provide estimates for the remainder of the work which is included in the project information to the City Council . The estimated project construction cost of Phase I is $21,800 . 00, not including architectural services . Under the provisions of the Facade Improvement Program, the partici- pants would be entitled to a rebate of 35 percent of the construction cost. The rebate, as calculated, would be approximately $7 ,630 . 00 . It has not been decided by the property owner if the project will be phased over multiple years . A breakdown of the estimate is attached. The owners would like to consider additional improvements at a future date, including terra cotta repairs, exterior lighting, repair of stairway and window replacement. They would apply for continuance of the project at that time. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Elgin Heritage Commission INANCIAL IMPACT 30 Approval of the comprehensive facade project for 158 East • C ica o treet at the 35 percent level would equal approxi- mate y $7, 630. 00, plus not-to-exceed architectural fees of $3,200 . 00, for a total City participation of $17 ,230 . 00 . Sufficient funds exist from the Downtown Redevelopment Fund, Account Number 350-0000-795 . 78-99, Rehabilitation Grants ($81,650) and the Riverboat Fund, Account Number 275-0000-791 . 78-99 ( $50, 000) to approve this request.
