97-142 Resolution No. 97-142 RESOLUTION APPROVING GRANT RECIPIENTS UNDER THE HISTORIC ARCHITECTURAL REHABILITATION GRANT PROGRAM WHEREAS, the Historic Architectural Rehabilitation Grant Program has been established to provide financial assistance and incentives for property owners in Elgin' s historic districts and individual landmarks in the restoration of their properties; and WHEREAS, in 1997 applications have been made for thirty projects under the Historic Architectural Rehabilitation Grant Program; and WHEREAS, said applications have been reviewed and recipients selected by the City Council . Malm, Interim City Manager SUBJECT: Historic Architectural Rehabilitation Grant Program - 1997 PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to approve the 1997 Historic Architectural Rehabilitation Grant Program recipients . BACKGROUND SELECTION OF GRANT RECIPIENTS The Historic Architectural Rehabilitation Grant Program provides incentives to residential property owners to promote exterior rehabilitation work. Eligible properties are either in the City's locally designated historic districts or are a designated historic landmark. In its third year, the program again matches private investment with City funds up to $10,000 per project. Bilingual letters announcing the 1997 program were mailed to over 1,000 residents and property owners in the Elgin Historic District and the Spring/Douglas Historic District. These letters invited potential applicants to discuss projects with the Historic Preservation Specialist to ensure completeness of applications . Through this revised process, even though the number of applications submitted was less than the previous year, applications received were of high quality. Only eight applications were found to be ineligible, compared to 18 the previous year. The number of meetings by the Elgin Heritage Commission for review of applications was also cut, expediting the process. The following criteria were used to evaluate and score submitted applications. Maximum points for each criterion are indicated in parenthesis : few 1 . Current historic significance of the structure (20) 2. Visibility within the neighborhood - Corner lot properties are scored higher ( 10) 4 . Location within the neighborhood - located on an arterial street versus a local street ( 10) 5. Cost of the project - larger projects score higher (20) 6 . Occupancy - owner occupied versus rental property ( 10) SUMMARY OF GRANT APPLICATIONS The following statistics show the continued high level of interest on the part of property owners in making improvements through program participation. 1997 1996 Total number of grant applications received 30 49 ( 15 from the Elgin Historic District, 14 from the Spring/Douglas Historic District, 1 is a designated landmark) Total number of applications eligible for the grant 22 27 (applications surpassing the minimum allowable few threshold of 40 points) Number of applications not eligible for the grant 8 18 (Reasons : scored below the allowable threshold on the Criteria for Selection of properties for the grant; nonresidential properties; incomplete applications) Number of applications withdrawn 0 4 Total number Of recommended grant recipients 12 13 (allowed by the total program allocation of $100,000) Before disbursement of funds, recipients will be required to furnish all documentation required by the City and the Elgin Heritage Commission on their projects and sign an agreement to fulfill the requirements of the grant program. Selected applicants will have 18 months after signing the agreements to complete the project. If any of the recommended recipients of the grant are unable to fulfill the requirements of the program, it is suggested that the next eligible application on the list be chosen and awarded the grant. Program goals include highlighting unique historical /* and architectural features, not basic minimum code compliance. One. of the program requirements is that properties be compliant with building codes on the interior and exterior prior to receiving City reimbursement. Only 2 of the 12 selected recipients of the grant currently have exterior property maintenance code violations cases active. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Elgin Heritage Commission Design Review Subcommittee completed an exhaustive review of all the applications beginning in April to review each application. The Commission concurs with the grant recipients recommended. VFINANCIAL IMPACT The project has a 1997 fiscal year budget of $100,000 . Expenditures from this program will be charged to the Elgin Riverboat Fund (account number 275-0000-791-78-99, Project Number 157100) where sufficient funds exist. Each subsequent year of the Five-Year Financial Plan also has $100, 000/year budgeted for a total $400,000 in public funds providing a minimum $400,000 in private investment for 1997-2000 . This grant program will generate a total of $213,464 in investment for exterior rehabilitation activity to structures w within Elgin' s historic districts and/or landmarks . kLEGAL IMPACT None.
