96-94 Resolution No. 96-94 RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT AMENDMENT WITH ENVIRONMENTAL SCIENCE AND ENGINEERING FOR GROUNDWATER MONITORING BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Richard B. Whereas, City and ESE have previously entered into an agreement for the design of a groundwater treatment system of the City' s police Facility Site, dated June 9, 1993; and Whereas, the aforementioned agreement has been amended on three prior occasions, the most recent of which was a contract amendment dated August 14 , 1995 providing for the design and construction of a groundwater remediation system; and Whereas, recent groundwater tests have revealed that the pollutant levels of the groundwater on the site do not warrant active remediation; and ' Whereas, ESE has notified the IEPA that the pollutant levels of the groundwater on the site are within IEPA standards and has obtained permission from the IEPA to proceed with a two (2) year groundwater monitoring program in lieu of the previously planned groundwater remediation system. Now, therefore, for and in consideration of the mutual promises and covenants contained herein, and for other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the parties hereto agree to amend the agreement for the design of a groundwater treatment system dated June 9, 1993, as amended by three subsequent amendments the last of which is dated August 14, 1995, as follows : 1 . GROUNDWATER MONITORING SYSTEM. In lieu of proceeding with the previously proposed groundwater remediation system for the site, ESE shall provide a groundwater monitoring system for the site consisting of the four (4 ) existing wells and two (2) additional shallow monitoring wells . One of the additional shallow water table wells will be installed adjacent t-o Dexter Court, upgradient of the former tank locations . This well shall be intended to serve as the upgradient or background well for evaluation. One additional downgradient water table well shall also be installed in the vicinity of Well MW-5, along North Street. The two (2) monitoring wells will be installed using similar procedures and well materials as those previously installed by ESE. Figure 1 attached hereto is a site map showing the location of the four (4 ) existing and two (2 ) proposed wells . Appendix A attached hereto contains the well construction diagrams for the four (4) wells which are still available for sampling. 2 . GROUNDWATER SAMPLING. Groundwater samples shall be collected by ESE from a total of six (6 ) existing monitoring wells as follows : -2- Prior to collecting groundwater samples, the static water level will be measured in each well . The water level will be measured with an electronic water level probe indicator and measured to 0 . 01 foot accuracy. The water levels collected will be measured in reference to a marked location on the side of the well .riser pipe, which will be surveyed to a site specific datum to establish vertical control of the date. The depth of the bottom of each well will be recorded prior to each sampling event. The volume of water in the well (well volume) will then be calculated using the following relationship: WV = H x 0 . 163 Prior to the withdrawal of samples from the wells, a minimum of three well volumes of water will be removed from each well to ensure that the samples collected are representative of the zone being monitored. The wells will be purged using either a hand bailer or a positive pressure pump. The water purged from the wells will be stored in 55-gallon drums at the site until laboratory results are received and the disposal requirements can be determined. The sampling of the wells will be performed using a stainless steel bailer and a length of nylon rope. As an alternative, dedicated disposable plastic bailers will be used. The bailer will be gently lowered into the water in the well to reduce the amount of agitation to the water and the -3- resultant loss of volatile organics from the sample. One field blank sample will be collected for quality assurance purposes . Upon filling the sample bottles, a permanent label will be affixed to the bottles and will contain such information as : site name, sample number, sample date, collection time, analysis required, and preservatives added. The samples will then be placed into a sample cooler containing a sufficient amount of coolant material (ice or ice packs) to maintain a temperature of 4° Celsius while being transported to the laboratory. The sample will be shipped to ESE ' s laboratory in Peoria, Illinois the same working day. If it becomes necessary to hold the samples over night, the samples will either be transferred to as refrigerated unit or the coolant periodically checked and replaced to maintain the 4° Celsius temperature. Chain-of-custody paperwork will be completed in the field by the sampling personnel . The chain-of-custody forms will accompany the samples to the lab and will be signed by all responsible personnel accepting custody of the samples (eg: lab technicians) . Chain-of-custody control will be maintained at all times . Groundwater samples collected during the field investigation shall be submitted under chain-of-custody protocol to the contracted laboratory within 24 hours of -4- collection. Groundwater samples will be analyzed for BET and PNAs in accordance with USEPA Method 8020 and 8310, respectively. To prevent the possible cross contamination of the samples, all purging and sampling equipment will be decontaminated prior to coming in contact with groundwater. The decontamination procedure will include a wash with trisodium phosphate (Alconox) , a potable water rinse, followed by a distilled water rinse. 3 . REPORTING. Upon completion of the monitoring program and laboratory analysis, ESE shall prepare a report of findings for submittal to the IEPA. Included in the report will be a description of the work performed, field observations, results, and conclusions . Data to be presented in the report will include the following: 1 . Groundwater sampling data; 2 . Monitoring well installation and construction information; 3 . Site map showing well locations and potentiometric surface; 4 . Groundwater elevations at monitoring wells; and 5 . Professional engineer' s certification (as appropriate) . 4 . PROJECT SCHEDULE. The monitoring program will be implemented over a two year period starting with the -5- groundwater sampling event that was conducted in November, 1995 . The first year will comprise three additional sample events at quarterly intervals . These events will include the sampling event which was conducted in March, 1996, and events in May, 1996 and August, 1996 . During the second year, two semi-annual sampling events will occur: February, 1997 and August, 1997 . Following each sampling event, a brief letter report will be issued to document the results of the groundwater analysis . Quarterly or semi-annual reports will be submitted within 30 days following a sampling event. These reports will be submitted to the IEPA if the contaminants of concern are detected at concentrations exceeding applicable standards . At the conclusion of the monitoring program, a final report will be prepared within 60 days following completion of the last sampling event. 5 . HEALTH AND SAFETY PLAN. A site-specific Health and Safety Plan has previously been prepared by ESE which encompasses the planned groundwater sampling activity. All ESE personnel involved in site activities will review this safety plan before beginning work at the site. The requirements of this safety plan will be followed at all times . 6 . SUMMARY OF CHANGES IN CONTRACT AMOUNT.
