96-317 1 Resolution No. 96-317 RESOLUTION APPOINTING ROBERT O. MALM AS INTERIM CITY MANAGER BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Robert 0. Malm be and is hereby appointed Interim City Manager with authority to exercise all the powers and to carry out to the best of his ability all the duties imposed upon him as City Manager by the statutes of the State of Illinois and the ordinances of the City of Elgin. BE IT FURTHER RESOLVED that the appointment made herein shall be effective November 15, 1996 and shall terminate upon the appointment and qualification of a permanent successor to Richard B. Helwig, City Manager SUBJECT: My Resignation With deep regret, I submit this memorandum containing my resignation as City Manager for the City of Elgin. In accordance with the process outlined in my employment contract, my resignation is effective at 5:00 P.M., Friday, November 15, 1996. I think I have helped Elgin to get through a financial crisis and to prepare plans for an exciting future. I will miss being a part of that journey. I respect and admire the wonderful team of people at City Hall, I have a huge personal crisis to tend to now. I must use all my time and energy to deal with problems my family faces. Messrs. Malm,Folarin and Jentsch have reviewed my employment agreement and personnel records. I will use my accumulated sick leave and vacation leave through November 15. I will be available at home to assist in any way I can. Elgin is a wonderful, special place. It has been a privilege to serve as City Manager. God Bless. Respectfully submitted Richard B.
