Helwig, City Manager SUBJECT: Agreement with Cook County for Grant Application for Live Scan Technology PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider entering into an agreement with Cook County to participate in a grant application for Livescan technology. BACKGROUND The Cook County Sheriff 's Department wishes to apply for a grant with the Federal Government under the COPS Program for Livescan technology for all of the police agencies in Cook County. In order to comply with the terms of the grant appli- cation, all of the participating municipalities must agree to provide a 25% matching contribution (estimated at $20,000) . Should the grant application be successful, the City of Elgin would receive computerized fingerprinting and booking equip- ment, networked with other Cook County agencies. This equipment would reduce the time needed to book and/or identify a suspect and then release the officer for street duties. This application is offered under a community polic- ing strategy. The goal is to deal with the citizens more and spend less time on clerical type duties, such as booking and processing prisoners. Moreover, the current fingerprinting identification system used by police agencies may take hours and sometimes days to identify a suspect. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Cook County Sheriff 's Police will make the grant applica- tion of behalf of the City. Live Scan Technology October 18, 1996 Page 2 rft FINANCIAL IMPACT The City will be required to pay approximately $20,000, or 25% matching costs, to Cook County at a future date. Funds for this match are available from savings on the purchase of furniture, fixtures, and equipment set aside in the Law Enforcement Facility budget. LEGAL IMPACT None. ALTERNATIVES The City may choose not to participate with Cook County in this grant application and purchase the equipment at an estimated cost of $80,000. RECOMMENDATION It is recommended that the City cooperate with Cook County in this grant application and commit to a future expenditure of up to $20,000 . ILLINOIS 60153 TELEPHONE:(708)865.4700 Dear Chief: As you may be aware,the Cook County Board authorized Sheriff Michael Sheehan to pursue funding for a county-wide booking system for all communities in Cook County that choose to participate in the grant program. The booking system would include a Livescan device,a digital mug shot booking system,and an immediate identification system,the type of which has yet to be determined. We have been notified by the Federal Government, as I am sure that you have been also,that the COPS More Program is now accepting applications for technology-related requests. The Committee that I chaired for the Sheriff included representation from all Cook County Chiefs Associations,the Illinois State Police, the City of Chicago, and various Cook County Departments. We know that a joint application for this booking equipment will have a significant impact on the purchase price of that equipment. To integrate the system between the County,all municipalities,the State Police and the City of Chicago,the hardware cost alone of this system is approximately 580,000 per community. We have a tentative date of the first week of October for submission of our grant application. We ask that, if you wish to participate in this program, you sign a Letter of Intent committing to pay 520,000 to Cook County at a future date. This amount covers R n im tcly._the 25% of your share of the project with the remaining 75% covered by the grant. We know that the grant process takes several months for approval,so the need for these monies need not be immediate, but,most likely, can be budgeted in your future budgets. Due to the timing of the application,unfortunately,we cannot give you a specific method of payment that would be agreeable to the County Board (one time payment versus installment payments)since that issue has yet to be addressed. I urge you to take whatever action necessary that your Mayor and Board requires to get your Letter of Intent returned to us by October 8,1996. This is a tremendous opportunity for those who choose to participate but the time limit is short and your immediate action on this matter is necessary. Participation in this program with the Cook County Sheriff's Office does not preclude you from making other applications to the COPS Program for other technology and personnel separately but you cannot ask for the Livescan if you choose to participate in our program. Sincerely, dliam J.Burke,Jr. Chief of Police WJB:pm • 09/24/1996 14:43 708-8654769 PAGE 03 • F - MAN HOURS SAVING CERTIFICATION INSTRUCTIONS The method to be used in calculating hours saved is as follows: • It is estimated that it takes forty-five minutes to take misdemeanor, felony, and administrative fingerprints. • The time needed to take fingerprints utilizing the Live-Scan technology is estimated to be fifteen minutes. • Thus, there is a savings of thirty minutes per printing. In addition, the time savings is increased to thirty-seven minutes for every re-arrest made in the same year. The hours saved each year is arrived at by subtracting the automated printing total from the manual printing total and multiplying the result by the number of printings conducted each year. EXAMPLE: 1,000 manual printings at 45 minutes minus 1,000 automated printings at fifteen minutes equals a savings of 30,000 minutes or 500 man-hours. The same formula is used to determine the time saved on re-arrests. It should be noted that the proposed automated booking system would be connected to your existing LEADS system. Thus, each agency would pay only one line cost for the combioned LEADS/Automated Booking System. This cost would be the same or less than what you are currently paying just for LEADS. • •
