Based upon our meeting, we understand the purpose of the project is to conduct a parking supply and demand study which will quantify the parking needs at the Gail Borden Public Library and this part of the Central Business District now as well as in the future. The goal of this information will be to provide a sound basis for planning and budgeting for the Library's and City's future. The study area, in general, are the twelve blocks bounded by Kimball Street on the north, Spring Street on the east, Chicago Street on the south and the Fox River on the west. See the attached sketch for the specific study area. We understand that since we prepared the Central Business District Parking Study in 1992/1993, there have been a number of changes in the study area. These changes include the widening of Kimball Street, the construction of the new police station and the increased usage/proposed expansion of the Gail Borden Public Library. The Library currently has two options for expansion. The first option is to remain at its present location and expand to the north on the existing parking lot. Dahlstrom Mr. Daniel Zack July 29, 1996 Page Two The specific scope of services to be provided by Walker Parking Consultants/Engineers, Inc. are as follows: SCOPE OF SERVICES Task 1 - Quantify and Collect Parking Data The objective of this task is to collect existing data and background information so subsequent analysis can be performed. Items include: A. Meet with representatives of the City of Elgin and Gail Borden Public Library to further clarify study objectives and to define the study area and parking analysis zone. B. Obtain and review available master plans, previous studies, pertinent reports, long range plans, and statistical data pertaining to parking. C. Identify major parking generators in the study area, and individually contact concerned parties identified by the City and Library. These parties may include the following: • Gail Borden Public Library • Hemmens Auditorium • Appellate Court • City of Elgin • Police Department • Post Office • Retail Businesses • Banks D. Obtain statistical data from the Library Administration in order to estimate the parking demand. The type of information required includes: • Number of employees per shift • Number of visitors • Square footage of building(s) • Other events that take place at library E. Review current land use data obtained from City of Elgin and assemble detailed land use information by block and building. wa cer Mr. Roger K. Dahlstrom Mr. Daniel Zack July 29, 1996 Page Three F. Inventory the on-street and off-street parking facilities within the study area. Record the type of parking (e.g. public, commercial, or private), number of spaces reserved and/or number of monthly leases. G. Perform occupancy counts at selected times in early October on the following: • Saturday - day • Monday - day and evening • Wednesday - day and evening • Hemmens event - day or evening Task 2 - Estimate Parking Demand Based on the information provided and the occupancy counts conducted by Walker, develop parking demand ratios for each land use category in the study area. Compare these parking demand ratios to those required by the City of Elgin Zoning Ordinance. Calculate existing parking demand. Based on the projected growth statistics provided, the future parking demand will be calculated. We will then determine if the existing parking supply can absorb the future parking demand. Task 3 - Parking Improvement Plan If the preceding tasks indicate current or future parking deficits, we will develop a parking improvement plan for satisfying the deficits. Estimates of probable construction costs for any improvements will also be made. A. Determine whether the number of spaces could be increased through restriping and/or efficiency improvements in existing facilities. B. Identify potential sites for parking expansion and evaluate the conceptual costs of developing parking (surface lot or parking structure) on the sites. C. Meet with representatives of the City of Elgin and the Gail Borden Public Library to review the findings of the study. D. Prepare final letter report incorporating your comments and submit final copies to the City of EIgin and the Gail Borden Public Library. wa cer Mr. Roger K. Dahlstrom Mr. Daniel Zack July 29, 1996 Page Four PROFESSIONAL FEES Walker will perform the services described in the proceeding Scope of Services for a lump sum fee of Thirteen Thousand Five Hundred Dollars ($13,500.00) plus reimbursable expenses. Customary reimbursable expenses shall the actual cost of the following: toll telephone calls and facsimiles; postage and courier fees; and reproduction of reports, drawings, specifications, and similar project-related items. All services will be performed in accordance with the terms and conditions of the attached document A94.3. (WALKER) will perform for the CLIENT professional services which are limited to the work described in the attached letter. Professional services are provided solely in accordance with written information and documents supplied by the CLIENT, and our services are limited to and furnished solely for the specific use disclosed to us in writing by the CLIENT and none other. PAYMENTS - For the services described, WALKER will be paid as stated in the attached letter. WALKER will submit invoices to the CLIENT monthly and a final bill upon completion of services. Payment is due upon presentation of invoice and is past due thirty days from invoice date. CLIENT agrees to pay a finance charge of one and one-half percent per month, or the maximum rate allowed by law, on past due accounts. In addition, in the event of past due payment, WALKER may, after giving seven (7) days written notice, withhold unissued work and suspend services under this agreement until paid in full. OWNERSHIP OF DOCUMENTS - All documents prepared or provided by WALKER, including without limitation, drawings, nonpaper information storage, such as, tape, film, optical memory, disk storage, CD Rom, and/or other computer memory devices, reports, estimates, specifications, field notes and data are and remain the property of WALKER as instruments of service. Any use for modifications or extensions of this work, for new projects, or for completion of this project by others without WALKER's specific written consent, accompanied by verification or adaptation by WALKER will be at the CLIENT's sole risk without liability or legal exposure to WALKER and the CLIENT shall defend, indemnify and hold harmless WALKER from all claims, damages, losses, and expenses including attorneys' fees arising out of or resulting therefrom. STANDARD OF CARE - WALKER will perform the services called for in the attached letter and this agreement in accordance with generally accepted standards of the profession. NO OTHER WARRANTY, EXPRESS OR IMPLIED, IS MADE. WALKER's liability to CLIENT and all persons providing work or materials to this project as a result of acts, errors or omissions of WALKER shall be limited to $10,000 in the aggregate. Any estimates or projections provided by WALKER will be premised in part upon assumptions provided by CLIENT. WALKER will not independently investigate the accuracy of the assumptions. Because of the inherent uncertainty and probable variation of the assumptions, actual results will vary from estimated or projected results and such variations may be material. As such, WALKER makes no warranty or representation, express or implied as to the accuracy of the estimates or projections. PERIOD OF SERVICE - Services shall be complete the earlier of (1) the date when final documents are accepted by the CLIENT or (2) thirty days after final documents are delivered to the CLIENT. Helwig, City Manager SUBJECT: Gail Borden Library District Civic Cultural District Parking Study PURPOSE To provide the Mayor and members of the City Council with information regarding a request for participation in a park- ing study for the Civic Cultural District of the Center City. BACKGROUND (ow Following a joint meeting of the City Council and the Gail Borden Library District Board, an ad hoc task force was formed to examine the issue of the expansion/relocation of the Library and the effects of those alternative plans on the Civic Cultural District of the Center City. During the July meeting of this group, it became apparent that parking was one of the principal issues of common concern to the City and the District. The Library and the Hemmens Auditorium both represent major parking demand generators, and there would appear to be substantial overlap in peak hour parking demands . As a result, two members of the Task Force were asked to contact a consultant and obtain an estimate of cost for preparing an analysis of potential parking demands and a plan for addressing any projected parking deficits . Because they had conducted a basic parking needs analysis for the entire center city in 1992, the Walker consulting group was contact- ed in order to obtain a cost estimate and work proposal . Essentially, the proposed parking study would build on the existing 1992 Walker report, updating parking demand data and projecting deficiencies . The new report would identify specific projects to address deficiencies and include basic estimates of cost for any recommended parking projects. The attached letter from Mr. Lew Gordon, Gail Borden Library District Board President, and the attached correspondence from Walker consultants outline a request for City participa- tion and the scope of services for this work. . . Gail Borden Library District September 19, 1996 Page 2 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Gail Borden Library District Board and the Civic Cultural Center Task Force of the New Century Partnership have been advised of the proposed parking study. FINANCIAL IMPACT The proposed parking study would cost $13,500 . The Library District Board is requesting that the City pay, for three fourths ($10, 125) of the cost of the parking study. Funds in the Planning Department budget (010-1501-715 . 30-99 , Profes- sional Services) could be used to cover the costs of the study. LEGAL IMPACT None. ALTERNATIVES The City could decline to participate in the study, or fund a reduced portion of the total cost, or the City could broaden the scope of the project by programming and budgeting for a detailed parking study for the entire center city. rikk RECOMMENDATION City Council direction is sought regarding City of Elgin participation in the cost of the parking study. Roger Dahlstrom and Dan Zack were asked to meet with Walker parking Consultants to develop a proposal for a long-term parking study{attached). This proposal has been reviewed and approved by the Task Force, and was endorsed by the Gail Borden Library Board of Trustees at their regular meeting on August - 13, 1996. The Library Board recommends the parking study be completed as outlined, and is willing to contribute one-fourth of the cost. r4 We offer this recommendation to the City Council and hope you will join the Library in this critical study. The first two weeks in October have been suggested as an ideal time for such a study.
