Helwig, City Manager SUBJECT: 1996 Fine Arts Festival Free Parking Request PURPOSE The purpose of this memorandum is to seek City Council approv- al of a request to allow free parking at all attended lots during the 1996 Fine Arts Festival . BACKGROUND The 1996 Fine Arts Festival is scheduled for August 23, 24 and 25. The event will begin with a free evening concert by the Elgin Symphony Orchestra at Wing Park on August 23 at 7 : 30 p.m. On Saturday, August 24 and Sunday, August 25, all festival activities will take place at Civic Center Plaza. As in the past, the City Council is being asked to approve free parking at the Spring Street parking deck and Civic Center parking lot on Saturday, August 24 . This is a positive feature of the event and provides a convenience to attendees . These two lots are currently staffed between 8: 00 a.m. and 5:00 p.m. on Saturday and not attended on Sunday. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED American Association of University Women, Larkin Center and Elgin Symphony Orchestra. FINANCIAL IMPACT The loss of revenue associated with the Fine Arts Festival free Saturday parking at Spring Street parking deck and Civic Center lot is estimated to be less than $400 . LEGAL IMPACT None. 1996 Fine Arts Festival Parking July 18, 1996 Page 2 ALTERNATIVES The alternatives are to make parking free or charge for parking at Spring Street parking deck and Civic Center lot on the day of the Festival . RECO)WNDATION It is requested by the Fine Arts Festival Steering Committee that free parking be provided at Spring Street parking deck and the Civic Center parking lot on Saturday, August 24 .
