RESOLUTION
AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE
ZONTA CLUB OF ELGIN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, and Dolonna
Mecum, City Clerk, be and are hereby authorized and directed
to execute an agreement on behalf of the City of Elgin with
the Zonta Club of Elgin for the adopt-a-highway program, a
copy of which is attached hereto and made a part hereof by
reference.

Dear Ms . Zimmerman:
Our original Adopt-A-Highway Agreement with the Zonta Club
of Elgin expired last August after a two-year period. Accord-
ingly, in order to continue the program, we amended the agree-
ment for another two year cycle.
The Elgin City Council passed a resolution for approval on
7-24-96 . We mailed you two executed copies of the revised
agreement which covers a second 2-year period per our cover
letter dated 7-29-96 (copy attached) . We called on 10-1-96 and
left a message on your home phone regarding the status of that
extended agreement.
Our records indicate only one collection on June 2nd by
the Zonta Club in 1996, whereas the agreement specifies a
minimum of four collections per year. Please advise if you
wish to continue with the City' s Adopt-A-Highway Program.
Assuming you do wish to continue, please return one signed
copy of the extended agreement to my attention. Should you

SUBJECT: Adopt-A-Highway Agreement Renewal
with Zonta Club of Elgin
PURPOSE
To provide the Mayor and members of the City Council with
information to consider authorizing the renewal of the agree-
ment with the Zonta Club of Elgin who adopted a section of
state highway in Elgin, under the sponsoring jurisdiction of
the City of Elgin.
BACKGROUND
The State of Illinois passed legislation dated 9-16-92 cited
as the Illinois Adopt-A-Highway Act. This program allows
private citizens to support local anti-litter efforts by
allowing groups to adopt a section of highway for the purpose
of litter collection.
The City was contacted by the Zonta Club in August, 1994 to
adopt Route 58, from Hiawatha to the East City limits . An
agreement with IDOT was required and is in place . A revised
agreement between the City and the Zonta Club is attached for
your consideration. The revised agreement extends the Zonta
Club' s commitment another two years . This agreement requires
the signature of the City Manager.

None.
FINANCIAL IMPACT
The estimated cost for litter collection is $500 per year.
Funds are available and will be charged to Account Number
010-3331-754 . 33-02 for litter disposal .

RECOMMENDATION
It is recommended that the City Council authorize the City
Manager to execute the revised agreement between the City and
