RESOLUTION
ACCEPTING THE PROPOSAL OF ENVIRONMENTAL MONITORING AND
TECHNOLOGIES, INC. FOR LEAF COMPOST TESTING
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, be and is
hereby authorized and directed to accept the proposal on
behalf of the City of Elgin of Environmental Monitoring and
Technologies, Inc. for leaf compost testing, a copy of which
is attached hereto and made a part hereof by reference.

Subject: Quotation - End Product
Dear Mr. Rotundo:
Pursuant to our conversations and faxes, I am submitting the
following for your review.
I) End Product
Sampling of End-Product
An EMT technician, trained in compost sampling techniques, will
collect samples as stated in the Illinois Administrative Code
830.507.
A) Twelve grab samples, each 550 milliliters in size, will be
taken from the end-product compost at the facility, in the
following manner:
1) Foul- grab samples floc i points both equidistant
throughout the length and at the center of the
windrow or other pile, at a depth not less than one
meter from the surface of the windrow or other pile;
2) Four grab samples from points both equidistant
throughout the length and one quarter the width of
windrow or other pile, at a depth not less than half

3) Four grab samples from points both equidistant
throughout the length and one eighth the width of
the windrow or other pile, at a depth not less than
half the distance between the surface and the
bottom of the windrow or other pile.
4) The twelve grab samples must be thoroughly mixed
to form a homogenous composite sample. Analyses
must be of a representative sub-sample. The
sample holding times, sample container types and
minimum collection volumes listed in section 830.
Table B shall apply; or
B) Sampling methods set forth in Test Methods for
Evaluating Solid Waste, Physical/Chemical Methods (SW-
846), incorporated by reference at 35 III. Adm. Code
830.103.
C) Temperature controlled transportation of samples to our
laboratory.
Analysis of End-Product for the following:
I. Man-Made Materials
II. pH
III. Total Metals: Arsenic, Cadmium, Chromium,
Copper, Lead, Mercury, Nickel,
Selenium, Zinc.
IV. Stability - (This is a 15 day test utilizing the Self-Heating
Test)
V. Percent Moisture.

And, as per our conversation, neither manure nor sludge has
been added, therefore no pathogen analysis is necessary on the
End-Product.
All of the sampling procedures and analysis will be performed in
accordance with specifications in Section 830.504 of the Illinois
Administrative Code.
In addition, EMT will provide necessary acid rinsed sample
containers, chain-of-custody forms and temperature controlled
transportation to our Laboratory.
Total cost for the above
program $833.00/compost sample.
(End Product).
II. Compositing Material
A) EMT technician will come out to the compositing material
site on a weekly basis to obtain readings for the following.
I. Oxygen Content
II. Temperature
III. Percent moisture performed every 2 weeks.
EMT will provide a log book in which all of the readings will be
recorded.
Cost for the above on a monthly basis $490.00.

SUBJECT: Leaf Compost Testing Services Agreement
PURPOSE
This memorandum will provide the Mayor and members of the City
Council with information to consider entering into an agree-
ment with Environmental Monitoring and Technologies, Inc .
(EMT) for leaf compost testing.
'Pk BACKGROUND
The City of Elgin was granted a supplemental permit for our
compost facility on February 15, 1996 . This permit allows the
City to operate a landscape waste composting facility for
leaves .
This permit was granted with several modifications to our
previous permit. Those modifications require much more de-
tailed documentation which includes weekly testing for oxygen,
temperature and moisture content on our windrowed leaves .
Also, an End-Product Test of composted leaves is required
before they can be removed from site for disposal .
All of the tests require either field or laboratory testing
and all necessary supporting documentation for our yearly IEPA
Report. Public Works is not able to do these tests in-house.
We do not have the necessary equipment or the expertise to
perform them.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
None.
FINANCIAL IMPACT
Six testing firms were contacted and requested to supply
quotes to perform the required permit testing. Of the six,
three firms indicated they were not able to comply. A fourth
firm declined to submit a quote because of the distance factor

required for weekly testing. Two firms have responded with
written quotations as follows :
1 ) Environmental Monitoring and Technologies, Inc. (EMT) at
a cost of $6, 713 .
2 ) Levine•Fricke at a cost of $24, 750 .
This expenditure, although not specifically included in
the 1996 budget, will be charged to Account No.
010-3331-754 . 32-02, Public Works Refuse Services . Sufficient
dollars currently exist to fund this proposal .
LEGAL IMPACT
None.
ALTERNATIVES
The testing that is required by the IEPA as part of our com-
post facility permit must be performed.
eft. RECOMMENDATION
It is recommended that the City Council approve the proposal
from Environmental Monitoring and Technologies, Inc . in the
amount of $6,713 for testing services at the Compost Facility.
