RESOLUTION
AMENDING THE ELGIN FACADE IMPROVEMENT PROGRAM BY EXPANDING
THE TARGET AREA
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby amends the Elgin Amended Facade
Improvement Program dated June 26, 1996 by expanding the
target area as designated on the attached map.

SUBJECT: Expansion of Facade Program Target Area
PURPOSE
The purpose of this memorandum is to propose that the target
area of the Facade Improvement Program be expanded.
BACKGROUND
Interest has been expressed by the owner of 310 East Chicago
Street, Mr. Caesar Kalinowski, to participate in the City' s
Elgin Facade Improvement Program. Mr. Kalinowski has indicat-
ed a need to make repairs to his building, including stone-
work repair and step replacement. The property at this ad-
dress is located outside the current boundaries of the Facade
Improvement Program target area (Map A) . Mr. Kalinowski has
asked staff to approach the City Council with a request to
expand the target area boundaries to include his property.
Staff has reviewed the request and has no objections to expan-
sion of the target area boundaries . However, it is felt that
an amendment of said boundaries should include enough area to
allow other property owners the opportunity to participate.
An expansion should include areas where commercial buildings
are located which have the potential for viable facade
projects . If an expansion is to be considered, the area
shown on Map B would be suggested for inclusion.

RECOMMENDATION
It is recommended that the City Council approve expansion of
the Facade Improvement Program boundaries to include the area
shown on Map B attached.
