The replacement plank location will be based on the field observation of the deck completed on April 12, 1996. Also, if requested, the repair of the beams and retaining wall, in the area of the deteriorated planks, can be added to the Scope of Work as an Alternate. The cost of this Alternate is in the Professional Fee Section. The following is our Scope of Work services: SCOPE OF WORK Construction Repair Documents Services provided will consist of preparation of construction repair documents and the following tasks will be performed during this phase: 1. Prepare repair documents and specifications for remOving and replacing the precast planks. The total area of deteriorated plank, as identified in our report, is 20 locations and a total of approximately 7,700 square feet. Not that repair documents include associated electrical and railing details. 2. Provide repair details for waterproofing the new plank area and sealing the adjacent asphalt areas. 3. Provide an estimate of probable cost, based on the repair documetip'4' 4. Helwig, City Manage] SUBJECT: Riverside Deck Emergency Repairs PURPOSE This memorandum will provide the Mayor and members of the City Council with information to consid6r emergency temporary repairs to the Riverside Deck. BACKGROUND In the summer of 1992 , the City removec the elevated parking structure above the Riverside Deck. walker Parking Consul- tants/Engineers, Inc . (Walker) performed the demolition engi- neering for that project. In May, 192, as a component of that engineering, Walker performed the initial inspection survey of the underside of the Riverside structure. Their last inspection was performed in November, 1995 . The Walker inspection report of 1995 documented the continuing deck deterioration and that shoring in three areas was necessary. On April 8, 1996, a fourth area at the isouth end of the deck settled and was barricaded off by Public Works . Considering this to be an emergency, staff authorized Walker to immediate- ly re-inspect the deck. This inspectiOn has been completed and identified a total of 20 locatiolns that will require shoring, reflecting the accelerating deterioration of the deck. Our approach in April was to develop a lan to shore the deck from below. We requested a proposal fr m Walker to prepare a plan and a cost estimate to perform the work. Walker' s engi- neering proposal amounted to $10,700 . We have been unable, however, to secure even a ballpark esti- mate for shoring. The work would be labor intensive, a plan has not yet been prepared, and input would be necessary from the Corps of Engineers, which would impact procedures, and thus repair costs . • RIVERSIDE DECK EMERGENCY REPAIRS 1 June 12, 1996 Page 2 During a conversation with Walker on 5-24-96, the idea of replacing the deteriorated precast panels from above was A . discussed. The area of deterioration is roughly 7,700 S.F. , or 15% of the deck. Walker' s estimate on 6-04-96 was $12 . 00/S.F. , or $92 ,400 to replace sections of the deck. Walker provided a more detailed cost esmate on 6-05-96 from a Chicagoland contractor in the amount of $160,000 to repair the deck. We must caution that during actual replacement, areas adjacent to the bad sections may be adversely affected, thus resulting in additional removal/replacement costs . We also should consider sealing all cracks/joints on the deck to reduce water seepage in an effort to slow down the rate of deterioration on the balance of the deck. The south end of the deck which was barricaded off on 4-08-96 collapsed and fell into the river last night ( 6-11-96) . The lic reason for that failure is still being evaluated, but we be- lieve the section deflected and failed under its own weight due to age and moisture content. Refer to pictures attached. Given the overall poor condition of th deck, the southbound lane and related angle parking ( 126 spaces) were barricaded off last night. Northbound Riverside Drive is still open, as are 55 angle parking spaces (which i cludes 7 handicapped stalls ) . Two immediate concerns must be addressed. First, can the northern portion of the deck be re-opened for the Brew Fest this weekend. We believe the deck should remain closed. Second, we should proceed with a procedUre to repair the deck as outlined above. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None FINANCIAL IMPACT The costs for the already completed d-ack inspection, repair engineering, bid and construction services by Walker should be less than their previously submitted estimate of $10,700 . Moneys have been budgeted in General Engineering, Account No. 010-3311-752 . 30-03 for architectural and engineering services in the amount of $35, 700 . 00 . A preliminary estimate of the repair cots is $160, 000 . LEGAL IMPACT RIVERSIDE DECK EMERGENCY REPAIRS June 12, 1996 Page 3 ALTERNATIVES 1. Leave the deck closed for southbound; traffic and parking. 2 . Open the deck and re-circulate traffic at the south end. 3 . Block off the twenty deteriorated sections, which in- cludes 8 sections in the southbound lane. RECOMMENDATION It is recommended that the City Council lauthorize a proposal from Walker for the inspection and preparation of specifica- tions for the repairs necessary to stabilize the Riverside Parking Deck and keep the deck closed as A safety precaution.
