RESOLUTION
ACCEPTING THE PROPOSAL OF PIRTANO CONSTRUCTION COMPANY FOR
I-NET TERMINATIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, be and is
hereby authorized and directed to accept the proposal on
behalf of the City of Elgin of PirTano Construction Company to
provide certain fiber optic I-NET terminations, a copy of
which is attached hereto and made a part hereof by reference.

SUBJECT: Award Contract for I-NET Terminations
PURPOSE
The purpose of this memorandum is to seek approval to enter
into a contract with PirTano Construction to provide termina-
tions to the fiber. optic I-NET at selected city facilities .
eft BACKGROUND
The City has been working with School District U-46, Elgin
Community College and Gail Borden Library on completion of
the I-NET project. On October 18, 1995 the City Council
approved an intergovernmental agreement with Gail Borden
Library for the purchase of certain equipment that they would
provide connecting certain city facilities over a fiber optic
network.
In 1995, Jones Intercable subcontracted with PirTano Construc-
tion for the installation of the fiber optic network. This
network extends to most city facilities as well as School
District U-46, Elgin Community College, and Gail Borden Li-
brary. While Jones Intercable has invested approximately
$366,577 for the fiber network, it is our responsibility to
pay for the labor and material to terminate fibers at each of
our facilities. Termination is the process of splicing the
end of each fiber, attaching connectors, and mounting the
connectors into a patch panel so that the electronic communi-
cations equipment can be attached to the network. Jones
Intercable will pay the labor charges to complete testing of
each cable at each termination.
With the City completing its terminations (the other agencies
have already completed their terminations) , the whole network
"` will then be ready to begin installing the electronics to
make the I-NET functional.

The initial grouping of electronics is already on order, paid
for by a grant to the Gail Borden Library. Delivery is ex-
pected by the end of February.
It is requested that this contract be awarded without competi-
tive bidding for the following reasons:
a. PirTano Construction initially installed the fiber optic
cable. If there are problems with continuity tests,
they are responsible for correcting any problems. It
appears unrealistic to have another vendor attempt to
terminate each fiber, only to find there are continuity
problems. If there are subsequent problems, affixing
responsibility will be confusing.
b. PirTano Construction did all the terminations for U-46,
ECC, and Gail Borden Library. They are experienced with
all the facilities and the goals we are seeking to
achieve with the network.
c. The cost of the terminations was evaluated for reason-
ableness, and found to be extremely competitive.
PirTano Construction will provide the necessary material
for the terminations at costs below what we independent-
ty have been able to find.

d. Tones Intercable will be paying for the labor costs to
"test" each termination. They recommend and prefer that
PirTano Construction do the test.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The City's MIS Committee has been apprised of this proposal
and concurs with the recommendation.
FINANCIAL IMPACT
The cost for labor and materials on all the terminations will
be approximately $15,829.50 (see attached) . There is $80,000
budgeted in the 1996 budget for this purpose in account num-
ber 010-2006-718.92-47, Communications Equipment.

RECOMMENDATION
It is recommended that a contract be awarded to PirTano Con-
struction Company, Inc. for the termination of fiber optic
network at certain city facilities for a total of $15,829 .50,
waiving requirements for competitive bids.
