96-151 Resolution No. 96-151 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH G.F. STRUCTURES CORP. FOR THE ELGIN SOCCER COMPLEX WHEREAS, the City of Elgin has heretofore entered into a contract with G.F. Structures Corp. for the Elgin Soccer Complex; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Richard B. The general contractor for this project is G.F. Structures Group, Chicago, Illinois . REASONS FOR CHANGE: *ITEM 1 : The original contract specified G.F. Structures install electric service to the Soccer Complex. Upon further investigation, it has been determined that ComEd can provide this service at a much lower cost of $19 , 045 versus G.F. Structure' s cost of $39 , 063 . Thereby saving the City $20,018 . *Item 2 : The original contract specified an open swale drainage system in the center left of the Soccer Complex. During the early construction phase in 1995, the Park and Reclamation Task Force visited the site for a walk through and determined that a storm drainage pipe system would be more drainage efficient, eliminate erosion, improve safety, and simplify maintenance. The above condition and needed design change was unforseeable at the time of the original contract. *Item 3 : The original contract specified fields #7 and #8 to be sodded with remaining six fields seeded. The Park and Reclamation Task Force determined that to assure an adequate number of fields will be ready to play in the Fall of 1996 two additional fields would have to sodded. The need for sodding the additional fields was unforceable at the time of contract. *Item 4 : The original contract specified an asphalt road with gravel parking lots . The Park and Reclamation Task Force determined that the parking lots should also be asphalted to improve the aesthetic appearance of the facility and reduce maintenance. Therefore, it would be in the best interest of the City to asphalt the road and parking lots during this construction phase. *Item 5 : The original contract did not include seeding or erosion control of the east/west swale. During construction it was observed that an erosion control blanket is needed for the swale due to excessive runoff from the softball area. This erosion control was included as an alternate in the original bid, however it was eliminated to stay within the project r budget . It is in the best interest of the City to proceed with the addition of an erosion control blanket and seeding of the east/west swale to guarantee the slope ' s stabilization. Structures is the low bidder for the majority of the above work from the 1995 bid, and the practical difficulties in having a second contractor working simultaneously on the same project as G.F Structures, it is in the best interest of the City to include the above items as a Change Order to the contract. Helwig, City Manager SUBJECT: Change Order No. 1, Elgin Soccer Complex PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider Change Order No. 1 to the Soccer Complex construction con- tract with G. F. Structures . BACKGROUND During the 1996 budget process, the City Council decided to enhance the soccer complex improvements . Items added to the project included ComEd providing electric service into the site, installation of a center storm sewer drainage pipe, sodding two more soccer fields, asphalt parking lots, and erosion carpet and seeding of the east/west swale. The field sodding, asphalt, and erosion control were included in the original project bid as alternates . G.F Structures was the low bidder for the above items . The electric service will be eliminated from G.F. Structures ' contract and a sepa- rate agreement will be established with ComEd to perform the same work for a much lower cost. The center swale drainage pipe system is the only item that was included as a design change and therefore was not included in the original bid. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Parks and Reclamation Task Force and Parks and Recreation Advisory Board. FINANCIAL IMPACT r The net cost of Change Order No. 1 will total $257 , 873 .45, which reflects a price credit of $39, 063 for the electric work performed by ComEd Ed rather than G. F. Structures .
