RESOLUTION
AUTHORIZING EXECUTION OF AN AMENDMENT TO PROJECT AGREEMENT
WITH THE ILLINOIS DEPARTMENT OF NATURAL RESOURCES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Kevin Kelly, Mayor, be and is hereby authorized
and directed to execute an Amendment to Project Agreement on
behalf of the City of Elgin with the Illinois Department of
Natural Resources for the development of soccer fields at the
Sports Complex under the Open Space Lands Acquisition
Development grant, a copy of which is attached hereto and made
a part hereof by reference.

AMENDMENT TO PROJECT AGREEMENT
THIS AMENDMENT TO Project Agreement No. * OS 94-504 is hereby made
and agreed upon by the State of Illinois, acting through the Director of
the Department of Natural Resources and by the * City of Elgin
pursuant to the Open Space Lands Acquisition and Development Act, as
amended, (P.A. 84-711, effective January 1, 1986) .
The Sponsor and State of Illinois, in mutual consideration of the
promises made herein and in the Project Agreement of which this is an

That the above mentioned Agreement is amended by adding the following:
* The project ending date is extended from December 31 , 1995 to December
31 , 1996.
In all other respects the Project Agreement of which this is an
amendment, and the plans and specifications relevant thereto, shall
remain in full force and effect. In witness whereof, the parties hereto
have executed this amendment as of the date entered below.

SUBJECT: Amendment to Open Space Lands Acquisition
Development (OSLAD) Project Agreement.
PURPOSE
The purpose of this memorandum is to seek the approval of the
Mayor and members of the City Council for the extension of the
OSLAD project agreement.
BACKGROUND
In 1994, the City of Elgin was awarded the Illinois Department
of Natural Resources (DNR) OSLAD grant for $200,000.00 for the
development of soccer fields at the Sports Complex. Due to
situations beyond our control, the first phase (excavation,
grading, etc. ) was not completed by the mining company until
December 14, 1995. Therefore, DNR has agreed to extend the
completion date for the project. The amendment to the project
agreement extending the project ending date to December 31,
1996 is attached.

RECOMMENDATION
It is recommended that the City Council approve the OSLAD
