95-6 Resolution No. 95-6 RESOLUTION FOR SHARING OF COSTS FOR THE HOPPS ROAD/SPRING STREET PHASE I PROJECT REPORT WHEREAS, the City of Elgin recognizes the need to improve Hopps Road/Spring Street between McLean Boulevard and Randall Road; and WHEREAS, the Village of South Elgin will act as lead agency for obtaining Federal Funding for the preparation of the Phase I Project Report; and WHEREAS, the Village of South Elgin will enter into an Agreement for Consultant Services for the preparation of the Phase I Project Report in the amount not-to-exeed $54 ,065; and WHEREAS, the Village of South Elgin expects to be reimbursed by the Illinois Department of Transportation from the Federal Highway Administration for fifty percent (50%) of cost for the Phase I Report; and WHEREAS, the City of Elgin will receive approximately one-third of the benefit of the improvement to Hopps Road/Spring Street. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that the City of Elgin reimburse the Village of South Elgin for one-third of the local share (not to exceed $9,011) of the cost to prepare the Phase I Project Report. Helwig, City Manager SUBJECT: Hopps Road, Phase One Engineering PURPOSE To provide the Mayor and City Council with information to consider reimbursing the Village of South Elgin for a portion of the local share for the Phase One engineering report for improvements to Hopps Road between McLean Blvd. and Randall e Road. BACKGROUND Hopps Road between McLean Blvd. and Randall Road is a two lane rural roadway formally under the jurisdiction of Elgin Township. With the annexation of property related to the Woodbridge South subdivision, the City of Elgin has assumed the responsibility for about one-half of the milage of this roadway section. The remaining portion is the responsibility of South Elgin. Although the roadway portion in the City of Elgin is in good to fair condition, the two lane roadway will become functionally deficient in the near future. Based upon expected traffic increases, the Public Works Department did include the Hopps Road improvements being initiated in 1998, in the five year budget program. The Village of South Elgin has been successful in securing State participation in the Phase One engineering design report under the Federal ISTEA program, at 50% of the Phase One engineering costs . The Village has also obtained participation by Kane County of one-third of the cost of the remaining local share. The Village of South Elgin by letter dated September 9, 1994, copy attached, has requested that the City of Elgin also participate in the cost of the remaining 50% local share on a one-third basis . . . r Mayor and Members of the City Council September 21, 1994 Page 2 The Village of South Elgin will act as the Lead Agency in the obtaining of the Federal ISTEA funds as well as the Lead Agency in administering the engineering agreement. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT Cost of Phase One engineering at $54 ,065 with the Local Share at 50 percent or $27 ,032 .50 . Kane County, Village of South Elgin and the City of Elgin, each will assume one-third of the local share costs, or not- to-exceed $9 ,011 . 00 each. A project estimate is attached which may need to be updated r based upon a possible acceleration of the project's implementation schedule. No moneys have been budgeted for this project in 1994 . LEGAL IMPACT Requires Budget Amendment. RECOMMENDATION Consider the participation of the City of Elgin in the preparation of Phase One engineering design report for improvements to Hopps Road between McLean Blvd. and Randall Road, and authorize the City Manager to negotiate an Intergovernmental Agreement with he Village of South Elgin. St. Charles, I1 60175 Elgin, IL 60120-5555 RE: Iopps Road/Spring Street ISTEA Construction Prolect Phase One Engineering; Limits McLean Boulevard to Randall Road Gentlemen: Over the past few months, our respective staffs, together with engineers from Baxter & Woodman have laid the framework for reconstruction of Spring eet/Hopps Road utilizing Federal ISTEA funds. During these discussions, ilt was concluded that South Elgin would become the lead agency and therefore enter into an agreement with Engineers of Baxter .& Woodman and the State to see the project through phase one, phase two and ultimately construction. I • am pleased that the respective agencies involved have taken this cooperative spirit which has led to designation of ISTEA funds for phase one engineering. Recently, the Village received the preliminary Engineer' s Agreement and Resolution of Improvement to initiate this project. We have received confirmation from IDOT that phase one engineering will total $54, 065. A local 50% match will be borne equally in thirds by the Village of South Elgin, the City of Elgin and Kane County. Correspondingly, I have taken the liberty of preparing funding resolutions for presentations to the respective corporate authorities. At your earliest convenience, I would appreciate your cooperation in presenting the project and related funding commitments for phase one engineering to your respective Boards. Upon receipt of the executed resolutions, South Elgin corporate authorities will approve the preliminary Engineering Agreement and Resolution of Improvement, beginning the project. Reconstruction Project Locate McLean Blvd.to Randall Road Project Description: This project will accomplish the widening of Hopp Rd.from the existing two lanes to four lanes.Future developments and Increases In traffic volumes will require this widening within the next 20 years. Currently less than 50%of the roadway Is within Elgin. , Roadway jurisdiction Is shared between Elgin and South Elgin. Any roadway improvements will require a Joint agreement defining cost sharing.
