SUBJECT: Out-Of-State Service Credit in the
Illinois Municipal Retirement Fund ( IMRF)
PURPOSE
The purpose of this memorandum is for the Mayor and members
of the City Council to consider out-of-state service credit
in IMRF for Mr. Larry Deibert.
BACKGROUND
Mr. Deibert was employed by the City of Fort Wayne, Indiana
from September, 1985 to February, 1988 and participated in
the Indiana Public Employees Retirement Fund.
IMRF permits the granting of out-of-state service credit if
both the employee and current employer agree to pay for their
respective contributions .
Similar approval has been given in the past by the City Coun-
cil to employees who were employed by other municipalities
before their employment with the City of Elgin.
FINANCIAL IMPACT
The cost to the City can not be precisely determined but it
is built into the annual contribution rate for the City.
IMRF actuarially determines the City' s contribution resulting
from the out-of-state service credit and assesses it over a
20 year period. Therefore, the City's actual dollar contribu-
tion for this out-of-state service is negligible.

LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that the City Council authorize Mr. Deibert
to obtain service credit for the time he worked in Indiana.
