RESOLUTION
OF THE ELGIN CITY COUNCIL SUPPORTING THE
COUNCIL-MANAGER FORM OF GOVERNMENT
WHEREAS, the City of Elgin is a municipal government
established under laws of the State of Illinois; and
WHEREAS, the City of Elgin, following the mandate of its
electors, voted to establish the Council-Manager form of
government in Elgin, Illinois; and
WHEREAS, under the Council-Manager form of government the
City Manager hires all employees except the City Clerk and has
the right to terminate the employment of all employees subject
to the Civil Service law and Police and Fire Commission; and
WHEREAS, under the Council-Manager form of government the
City Manager is responsible for overseeing and running the
City it its day to day operation; and
WHEREAS, under the Council-Manager form of government the
City Council sets policies, approves an annual budget and
makes all zoning decisions .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that the City Council of the City of
Elgin, Illinois endorses the Council-Manager form of
government and further endorses the concept that only the City
Manager may terminate the employment of an employee under his
hire.

RESOLUTION
AUTHORIZING EXECUTION OF AN AMENDED EMPLOYMENT CONTRACT
WITH LARRY L. RICE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute an Amended Employment Contract on behalf of the City
of Elgin with Larry L. Rice, a copy of which is attached
hereto and made a part hereof by reference.
