Helwig, City Manager SUBJECT: Amendment to the 1995 Community Development Block Grant Program PURPOSE To consider a proposed amendment to the 1995 Community Devel- opment Block Grant (CI)BG) Program. " BACKGROUND During the 1995 CDBG hearing and budget process one project approved and funded by the City Council was the Elgin Recrea- tion Center. The Elgin Recreation Center (God's Gym) proposed to relocate from their present facility at 216 East Chicago Street to 18 North State Street. The proposed facility at 18 North State Street requires substantial building rehabilita- tion work to meet the needs of the Elgin Recreation Center. Thus, the City Council allocated $95,225 in CDBG funds to accomplish Phase I of the building rehabilitation. Since City Council approval of the Elgin Recreation Center funding, a new location has been found at 1080 East Chicago Street. The two story building at 1080 East Chicago Street is constructed into the hillside and has at-grade entrances for each level. The lower level is occupied by Olympic Controls and the upper level will be occupied by the Elgin Recreation Center and (most probably) a church. The Elgin Recreation Center will occupy 10,000 square feet of floor area (twice their existing floor area) and have a location that is close to Elgin High School, Crestwood of Elgin, Huntington Park, and the Ashwood Drive apartments. The building is in good condi- tion. Construction work needed includes walls separating the upper floor space and creating office space, electrical, air eft conditioning, common entrance construction, and other repairs. In addition to the building repairs, the Elgin Recreation Center will need additional physical fitness equipment, one or two computers for record keeping and reporting requirements, an outside basketball court and associated lighting and other minor items. Due to Community Development Block Grant regulations, the change of the location of the proposed facility requires that the CDBG Program be amended. Attached is a copy of the public notice published in the Courier News on August 8th. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Elgin Recreation Center as well as the public notice in the paper. FINANCIAL IMPACT There is no proposed change in the funding level for this approved project. Account Number 230-0000-791.92-32, Project Number 154130 with a budget of $95,225. The change is in location and use of funds. LEGAL IMPACT None. RECOMMENDATION The CDBG regulations require a 30 day public comment period. At the end of the public comment period the amended project may be implemented. Subsequent to the funding approval, submission of projects to the Department of Housing and Urban Development, and release of funds from the federal government the location of the proposed project has been changed. The Elgin Recreation Center will be relocating to 1080 East Chicago Street in the near future. As a result of the new location an amendment to the CDBG Program is mandated by federal regulations. In reviewing the building at 1080 East Chicago Street it has been determined by staff that less funding will be directed toward building improvement work but that other items will need more funding than anticipated. For example, the initial location had a large two story room which could function as a gym. The East Chicago Street location does not have the . ceiling height for a gym but has sufficient site area to develop an outdoor basketball court. As a result of the preceding, staff also provided more flexibility for the use of the allocated funds as part of the CDBG amendment process. The notice to be published in the newspaper is attached. The notice provides for funds to be used at the East Chicago Street location for building improvements, equipment (physical fitness, computers, lockers, etc. ) and site improvements (basketball court, tennis, lighting) . As you can see the notice was written so that the any necessary work could be accomplished without having to amend the CDBG Program again. . The attached notification will be published on August 8, 1995. phis timing is a result of the Elgin Recreation Center plans to move in early September and federal regulations requiring a 30 day comment period for CDBG Program amendments.
