RESOLUTION
NAMING FIRE BARN #5 MUSEUM PARK SITE
WHEREAS, it is fitting and proper to name City of Elgin
parks in honor of those persons, events and principles which
have contributed to the city's history and shaped its
character; and
WHEREAS, it is desirable that those defining persons,
events and principles be memorialized.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ELGIN,
ILLINOIS, that it hereby names the Fire Barn #5 Museum park
site located at Arlington Avenue and St. Charles Street "Fire
Fighters Memorial Park" in honor of all fire fighters.

SUBJECT: Fire Barn #5 Museum Park Site Naming
PURPOSE
The purpose of this memorandum is to present to the Mayor and
members of the City Council the Parks and Recreation Advisory
Board's recommendation to name the Fire Barn #5 Museum park
site.
r BACKGROUND
Council proceedings dating back to the turn of the century
reflect the continued use by the City of fire station #5 and
the lots around the site. When the fire station was relocat-
ed in 1991 and the site became a museum, the museum group
. became aware of the lack of a name on this site.
At' the March 7 Parks and Recreation Advisory Board meeting,
:Brigid Trimble, on behalf of the Fire Barn #5 Museum Board,
proposed to name this site (2 lots) , Eire Fighter Memorial
Park. As this recommendation fits park naming policy crite-
_ ria (copy attached) , the Board approved the request.

DEPARTMENT OF PARKS AND RECREATION
PARK NAMING POLICY
Purpose: The purpose of this policy is to provide for various
methods of naming and/or renaming park areas within the
corporate city limits of Elgin, Illinois .
The policy also sets forth procedures by which the names of
parks can be selected.
Criteria: In the following situations : new park acquisitions,
requests for renaming existing park areas, and donations of
parkland, the following criteria will be used in determining. an
appropriate name for the park area involved.
1. Historical events;
2 . Great causes and ideas (independence, friendship, suffrage) ;
3 . Geographical or archeological places ;
4 . The names of schools or adjacent subdivisions;
5 . After a donor of a piece of parkland.
6 . The Name of prominent individuals.
Additional criteria to be considered in selecting a name are:
a. Name should become permanent
b. Concurrence and advice from abutting Civic Associations
c. Park naming contests should be strictly a contingent process
d. Old names of existing parks should remain as is if they
have been. that way for five years or more
e. We should not be bound by developers ' name
f . Each parcel should be evaluated individually and the
. , proposed name should be weighed against each naming
'criterium
Procedures : If a name has been recommended to the Park Board,
then the Chairman of the Board will appoint an individual on the
Board to review and test it against the criteria, and then make
a recommendation to the Park Board. _ If a piece of park land
`does not have a name, then the Chairman will assign an
individual to research the land parcel and develop a list of
five possible alternative names which meet the criteria and then
the Park Board will vote and determine which of the five is best
and that in turn will be recommended to the Mayor and Council.
A majority vote of the Board would be required and a letter
would be sent from the Chairman of the Park Board to the Mayor
and Council recommending the name, and the Mayor and Council
would then have the final authority for naming the park.
In any event, if the Mayor and Council does not approve of the
name, the Park Board will then pursue the naming further.
