94-58 Resolution No. 94-58 RESOLUTION AUTHORIZING EXECUTION OF A PURCHASE OF SERVICE AGREEMENT WITH NEIGHBORHOOD HOUSING SERVICES BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Robert O. Malm, Interim City Manager, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute a purchase of service agreement on behalf of the City of Elgin with Neighborhood Housing Services to provide revitalization assistance to certain areas within the city limits, a copy of which is attached hereto and made a part hereof by reference. s/ Robert Gilliam Robert Gilliam, Mayor Pro Tem Presented: March 9, 1994 Adopted: March 9 , 1994 Omnibus Vote: Yeas 5 Nays 0 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk 1994 PURCHASE OF SERVICE AGREEMENT between Neighborhood Housing Services and the City of Elgin WHEREAS, the City of Elgin is committed to the revitalization and redevelopment of certain areas within the city limits ; WHEREAS, Neighborhood Housing Services of Elgin is incorporat- ed to provide revitalization assistance to certain areas within the city limits; WHEREAS, the City of Elgin and Neighborhood Housing Services of Elgin wish to work cooperatively to revitalize target neighborhoods as delineated by Neighborhood Housing Services that: 1) For the continued development and stabilization of the SOS (Save Our Streets) neighborhood organization composed of residents of the Neighborhood Housing Services target neigh- borhood, the City of Elgin shall pay Neighborhood Housing Services of Elgin a sum not to exceed $25, 300 or actual ex- penses totaling less than $25, 300 related to the development of said organization and related activities . Such payment will be compensation for the activities outlined in the Stra- tegic Plan for Self-Reliance for 1994 . These activities shall include but are not be limited to: education of residents regarding systematic code inspection, children' s activities, various neighborhood events to build pride and confidence, continue to respond to neighborhood concerns . Additionally, Neighborhood Housing Services shall provide staffing to devel- op newsletters, monthly meetings, membership recruitment and leadership development. 2) In order to continue to be eligible for payment, Neighbor- hood Housing Services shall submit to the City of Elgin, quar- terly performance reports which shall outline neighborhood organizational efforts and accomplishments as well as housing rehabilitation work, loan production and other Neighborhood Housing Services activities . Payments shall be made within 30 days of billing date (quarter end) . Billing shall include details verifying actual expens- es. The maximum payment per quarter shall be March 31, 1994 $6,325 June 31, 1994 $6,325 September 30, 1994 $6, 325 December 31, 1994 $6, 325 -2- If during the term of this agreement the billing for a given quarter exceeds $6,325 and the year to date total cumulative payments do not equal the maximum amount allowable under the contract, NHS shall be reimbursed beyond the maximum allowable amount per quarter. Moran Int -rim City Manager President City of Elgin NHS of Elgin, Inc. fok ct Neighborhood Housing Services of Elgin Neighborhood Development Plan Planning Year: 1994 r • 001k Introduction In 1989, NHS of Elgin developed a strategic plan to achieve self- reliance in a targeted area. The area targeted was an area bounded by Park, Dundee, Summit and Hill Avenues. The plan outlined four areas of interest or goals that would be achieved by the plan. These areas include: Contact with residents - creating opportunities to expand awareness of NHS programs and creating opportunities to promote involvement of neighbors with one another: . Code compliance - creation of an environment whereby residents and owners become increasingly aware of the municipal code and how it impacts property in the area; Neighborhood Issues - Develop an neighborhood opinion survey to establish the concerns of the residents; Leadership Development - Assist and encourage resident leaders to develop knowledge and skills to manage their neighborhood. These areas of concern have been reviewed for completion. It has been determined that the tasks outlined in the plan have addressed the four areas of interest or goals. eft. The goals have, to some degree, been achieved or substantially met. The goals that are most lacking completion are: contact with residents and leadership development. The purpose of this plan is to address these two areas and concentrate efforts by the organization to achieve these two outstanding goals. In 1994, NHS will seek to accomplish two major tasks with respect . to neighborhood development. First, the organization will attempt to re-address and refocus on the remaining items left to complete the original plan for self reliance. Secondly, NHS will form a task force to outline a new target area for 1995 and beyond. r 1 1994 Plan • PART I. Neighborhood Development Strategies CONTACT WITH RESIDENTS. Create opportunities within the neighborhood to expand awareness of NHS programs and promote involvement of residents with each other. This goal is estimated to be approximately 75% complete. To complete this goal the following will be completed during 1994. Action/Description Time Free Block Meetings. NHS to facilitate block meetings to allow residents of the same block Jan. -Nay to discuss issues related to their part of the neighborhood. Focus Groups. NHS to facilitate focus group meetings to discuss with residents Kay-July issues facing the neighborhood and empower them to address problems facing the neighborhood. Neighborhood Events. NHS will continue to hold events in the neighborhood although these events may be on a smaller scale than in previous years. The events will be Jan. -Dr. coordinated more by the residents than by NHS Staff. Events could include: Block Parties, SOS Kids Mites, Neighbors' Mite at Sheridan School, etc... CODE COMPLIANCE. Create an environment whereby residents and owners become increasingly aware of the municipal code and how it impacts property in the area. This goal is approximately 95% complete. Much of this awareness has been accomplished by a more proactive approach on the part of the Department of Code Administration and the Planning Department in concert with the distribution of information by NHS. The following will be done in 1994 to continue increased awareness and educate the residents about the municipal code. Action/Description Thefts Distribution of Information. NHS will continue to make available information about code compliance an -Dr. and recycling programs in Elgin. r 2 e NEIGHBORHOOD ISSUES. Develop and perform a neighborhood survey to establish concerns of the residents. Publish the results of the survey. This goal was completed early in the transition to the target area. Information in the opinion survey was augmented by a base line maintenance survey of the all the properties in the area. This goal has been completed. Additional work should be done in 1994 to review the progress and success or failure of the NHS development strategies employed. Action/Description tsar= Opinion Survey. NHS will reprint the original survey taken to attempt to assess opinions and Jai. - Bib. feels of the residents of the area about issues facing the area and how they have changed. Baseline Maintenance Survey. NHS will review and complete a second baseline survey to assess the Jai. -.Ire physical housing conditions in the neighborhood. Upon completion a comparison of the before and after surveys will be accomplished. r LEADERSHIP DEVELOPNENT. Assist and encourage resident leaders to develop knowledge and skills to manage their neighborhood. This goal is approximately 501 complete. The job of empowering people and calling them to action has proven to be a very challenging one. NHS through the efforts of the Neighborhood Organizer have been able to reach and draw out approximately 10-12 people that at various times have become involved in an one of many projects or issues addressed over the course of the implementation of the plan. Continued development of these "leaders" will need to be addressed to further insure that these individuals have the capacity, education and experience to take on issues as they address themselves. Action/Description Time Fraie Education. NHS will facilitate the inclusion of residents in any and all training provided Jai. -Dal Neighborhood Reinvestment with regard to neighborhood organizing and leadership development. Involvement. NHS continue to encourage ownership of programs and projects to resident leaders aa►. -Da:. throughout the planning year. Delegation of these projects to the residents that are able to handle the projects and see them through to completion will be essential to empowerment. Neighborhood Watch. NHS will continue to encourage involvement of all the residents in the a3►. -lac. Neighborhood Watch program. The program cultivates communication and involvement of the residents in their community. r 3 Summary of Tasks and Targets PART I. Distribute to every household in the area the City's publication on housing codes and recycling program. NEIGHBORHOOD ISSUES. Opinion Survey.' Complete a opinion survey with no less than 10% of households responding. Compare before and after surveys to determine attitude/perception changes. Baseline Maintenance Survey. Complete follow-up survey of all homes in the area. Compare before and after surveys for changes in physical condition of the housing stock. LEADERSHIP DEVELOPMENT. Education. Provide training for 4-6 residents utilizing Neighborhood Reinvestment Training Institutes Involvement. Involve no less than 4 residents in leadership roles in each neighborhood events Neighborhood Watch. Establish 2 additional neighborhood watch groups in the target area. PART II.
