ACCEPTING THE PROPOSAL OF PHYSIO-CONTROL CORPORATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert O. Malm, Interim City Manager, be and is
hereby authorized and directed to accept the proposal on
behalf of the City of Elgin of Physio-Control Corporation for
a LIFEPAK 10 and related equipment, a copy of which is
attached hereto and made a part hereof by reference.

SUBJECT: Purchase of a LIFEPAK 10
PURPOSE
The purpose of this memorandum is to request Council approval to
purchase one LIFEPAK 10 defibrillator/monitor and related equip-
ment for the Fire Department.
BACKGROUND
The purchase of one ( 1) Physio Control LIFEPAK 10
defibrillator/monitor with Quik-Pace non-invasive pacemaker
option and related accessories has been included in the 1994
Budget.
The LIFEPAK 10 monitors are an essential part of the equipment
used to provide advance life support procedures on our Mobile
Intensive Care Ambulances . All of our cardiac monitors and
battery chargers are LIFEPAK equipment.
Physio Control Corporation of Redmond, Washington is the sole
supplier of this equipment; their prices for this equipment are
detailed in the attached letter and Quotation #TMW5638402-A.
FINANCIAL IMPACT
In the 1994 budget sufficient funds have been specifically
set-aside for this equipment in the 1992 Bond Issue:

SUBJECT: Bid #94-002 - Air Masks for Fire Department
PURPOSE
The purpose of this memorandum is to award a contract for the
purchase of new air masks for our Fire Department.
BACKGROUND
Four authorized Illinois distributors were solicited and three
bids were received for the purchase of forty-six (46) complete
MSA Custom air mask systems along with the related accessory
equipment (additional face pieces, cylinders, etc. ) as detailed
on the attached bid tabulation sheet.
The MSA Custom 4500 MMR air mask was selected over two other
manufacturers by Elgin Fire Department personnel after a lengthy
evaluation process (please refer to the attached memorandum for
details) . .
As part of this solicitation process, bidders were also request-
ed to offer a trade-in allowance on the current inventory of
out-dated air masks and related equipment, which are being re-
placed by this purchase. Additionally, the bidders were request-
ed to quote a cost for the servicing of two existing air compres-
sor units (Item 10) ; this item is being awarded separately from
the rest of this procurement.
FINANCIAL IMPACT
Standards issued by NFPA in 1990 dictate upgrades to the current
air masks. Last year during the evaluation process it was decid-
ed to pursue replacement of the eight to eleven year old gear
rather than make short-term repairs. In 1993, $69,000 was budg-
eted for self contained breathing apparatus repair but nothing
has been spent as the equipment evaluations continued.

Replacement of this equipment is a high priority as a health and
safety issue. The additional $66, 300 above the amount budgeted
last year is recommended to be spent from the General Fund. The
Fire Department will in 1994 defer replacement of vehicle #215
($26,500 budget) from the Equipment Replacement Fund and will
defer retrofitting of diesel exhaust systems ($35,000 in the
1992 Bond Issue) at two fire stations. Although these two
deferrments do not directly improve the General Fund (which will
be funding the Air Masks) it is felt that savings thru the year
will off-set the amount over budget for this purchase.
LEGAL IMPACT
None.
RECOMMENDATION
The recommendation is to award separate contract to the overall,
low bidders as follows:

Items 1-9 Mine Safety Appliances for a total net bid
price of $135,301 .92, which takes into con-
sideration the trade-in value of our exist-
ing equipment and a 2%-30 day payment dis-
count.
Item 10 Air One Equipment for a total cost of
$1,070.00 for the servicing of the two air
compressors.

RE: S.C.B.A. Evaluation
The committee has been studying the latest technologi-
cal advances in Self Contained Breathing Apparatus in order
to decide whether to upgraded our present units or to pur-
chase new S.C.B.A. 's. The committee established criteria
for evaluation of the units based on the present and pro-
jected future needs of the Elgin Fire Department. After
evaluating units from three manufacturers the committee
recommends changing to MSA's Custom 4500 MMR 30 minute
system with individual face pieces and the voice amplifica-
tion system.
The committee began, in October 1992, by establishing
the main objectives to be met in evaluating the different
SCBA. The evaluation criteria developed by the committee
consists of seven main items. All units were to meet or
exceed the requirements of N.F.P.A. 1981. The evaluation
criteria is as follows in no order of importance. 47)
1. Communications- the committee wanted to improve
voice communications both face to face and using
portable radios .
2. Harness system/fit - evaluate for comfort and safety to
the wearer. The harness should evenly distribute
the weight to help prevent unnecessary back injuries.
3. Breathability - all units met or exceeded the
requirements called for in NFPA 1981.
4 . Decontamination - the units should be easy to clean and
decontaminate. The regulator/face piece design should
eliminate the contamination from one user to another.
5. Face piece fit - different sizes should be available
enable the maximum protection to the individual user.
6 . Rapid fill/buddy breathing capabilities - unit should
allow either tethered or untethered rescue
capabilities . Tanks can also be refilled without the
wearer changing tanks . NOSH and NFPA approval was
required.

7 . Maintenance - the ability to service and repair units
in-house was evaluated. The level of training offered
by the manufacturer was also considered.

After solicitng information from all N.F.P.A. approved
manufacturers of breathing apparatus, the list was narrowed
to the following manufacturers:

Each of the above units were tested during the recruit
. academy classes of November, 1992, and March, 1993. Also,
input was solicited from various fire departments that were
using the above equipment.
A meeting was held August 4, 1993, at which time
I .S. I . and M.S.A. representatives made final presentations
to the committee. All of the collected data was reviewed
and each unit was rated 1 thru 3 for each of the selection
criteria. ( 1 poor; 2 good; 3 excellent) The committee's
finding are as follows :

The MSA was rated overall highest by the committee.
The Voice Amplification System offered by MSA consists
of battery powered amplifier mounted on the face piece. It
provides I: 1 amplification of any verbal communication.
This is a new product and the production model is being
unveiled at the IFC Convention in August. We had the oppor-
tunity to test the prototype. The system improved both
radio and face to face communications.
After comparing the advantages and disadvantages of
low and high pressure units the committee recommends the
purchase of high pressure units. The high pressure units
offer a lower profile and lighter tank. 60 minute high
pressure bottles could be purchased for use in non fire
situations ie. confined space, trench rescue, etc. The high
pressure system would be compatible with the cascade units
in use in our MABAS system.
The committee recommends the following:
1. Replace all Scott units with M.S.A. Custom 4500

MMR 30 minute units. Individual face pieces be
purchased for all members.
2 . Switch from our present low pressure system to
the high pressure units.
3. Modify the compressor pressures at station 1 and
2 to accommodate the high pressure units .
4 . Purchase two (2) additional cascade tanks for
each compressor unit in 1994 . Approximate cost
$4 , 000.00 for each compressor.
5. Research/Evaluate the feasibility of a portable
cascade system for 1995 budget.
