RESOLUTION
ADOPTING THE FIVE-YEAR FINANCIAL PLAN
WHEREAS, the City of Elgin has conducted an extensive and
broad-based dialogue with the community in drafting a
Five-Year Financial Plan ( 1995-1999) ; and
WHEREAS, the community dialogue included 37 community
meetings during the summer months; and
WHEREAS, a Community Needs Statement was produced
chronicling the input from the neighborhood meetings and the
City organizational needs; and
WHEREAS, the Mayor and members of the City Council
reviewed the Community Needs Statement; and
WHEREAS, ten key issues of the community, after being
reviewed by the Mayor and members of the City Council, were
used to guide formation of the Five-Year Financial Plan; and
WHEREAS, the draft Five-Year Financial Plan, the 1995
Budget and Program Strategies, and the community a Needs
Statement has been distributed to more than 350 participants

in the community meetings; and
WHEREAS, budget documents including the draft Five-Year
Financial Plan have been placed on file for public review with
the City Clerk and at the Gail Borden Public Library.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that the Five-Year Financial Plan is
hereby adopted as a policy document of the city to guide
strategic planning and operations.
