94-324 Resolution No. 94-324 RESOLUTION ADOPTING THE FIVE-YEAR FINANCIAL PLAN WHEREAS, the City of Elgin has conducted an extensive and broad-based dialogue with the community in drafting a Five-Year Financial Plan ( 1995-1999) ; and WHEREAS, the community dialogue included 37 community meetings during the summer months; and WHEREAS, a Community Needs Statement was produced chronicling the input from the neighborhood meetings and the City organizational needs; and WHEREAS, the Mayor and members of the City Council reviewed the Community Needs Statement; and WHEREAS, ten key issues of the community, after being reviewed by the Mayor and members of the City Council, were used to guide formation of the Five-Year Financial Plan; and WHEREAS, the draft Five-Year Financial Plan, the 1995 Budget and Program Strategies, and the community a Needs Statement has been distributed to more than 350 participants P in the community meetings; and WHEREAS, budget documents including the draft Five-Year Financial Plan have been placed on file for public review with the City Clerk and at the Gail Borden Public Library.
