Maim, Interim City Manager SUBJECT: Solid Waste Garbage and Refuse Contract Payments PURPOSE The intent of this memorandum is to present for consideration information documenting the number of additional "Stops" for which payment is made under the existing solid waste collec- tion contract and to request that payment for collection at additional multi-family units be authorized. BACKGROUND The subject contract specifies that the number of "Stops" shall be adjusted on the basis of increases which occurred during the preceding six months. All figures presented have been derived from the City of Elgin New Water Accounts list- ing. We have documented that the number of "Stops" listed in the contract should be increased by 200 to account for the number of new housing units constructed on public streets from July 1, 1993 through December 29, 1993. Waste Management-West (WMW) has concurred with this figure. Therefore, the contract number of "Stops" should be increased by 200, from 19,107 to 19,307. Said number shall remain in effect for the next six months (January, 1994 through June, 1994) . Another adjustment to be made involving this contract with WMW involves adding payment for the addition of the units in Cobbler's Crossing and Century Oaks West (C.O.W. ) Manor Homes per our memo dated December 28, 1993. Manor Homes 150 Garbage & Recycling 75% of Contract Rate Total 586 Yet another adjustment to be made to the contract with WMW involves adding payment for new Complexes under construc- tion. Per our latest master list, we have identified nine complexes which are still under construction. Per our Policy Statement memo dated January 14, 1994, we plan to add those units to the WMW contract as they are occupied. FINANCIAL IMPACT The cost for a normal public street "stop", including gar- bage, recycling and yardwaste collections, is $10.73 per stop per month. The 200 additional public street stops will in- crease the contract price by $2,145.33 per month, or $25,744 .00 for the remainder of this fiscal year. The cost for Cobbler's Crossing and C.O.W. Manor Homes, at 75% of garbage and recycling collection, is $7.65 per unit per month. The 586 additional units will increase the con- tract price by $4,482.90 per month, or $53,794.80 for the remainder of this fiscal year. Solid Waste Garbage and Refuse Contract Payments January 21, 1994 Page 3 The cost for the PUDs currently under construction, at 75% of garbage and recycling collections, is $7 .65 per unit per month. The 117 additional units will increase the contract price by $895.05 per month, or $10,740.60 per fiscal year. The total adjustment to WMW's contract will be $7,523.28 per month, or $90,280 for the fiscal year. Adequate funds have been budgeted in accounts 010-3331-754,33-02 and 33-03 to accommodate the increased costs. LEGAL IMPACT None. RECOMMENDATION It is recommended that the City Council authorize an increase in the number of "Stops" listed in the contract with WMW by 200 to a new total of 19,307, which will remain in effect for six months (January, 1994 through June, 1994) . Second, payment should be authorized for Cobbler's Crossing (436 units) and Century Oaks West Manor Homes ( 150 units) at 75% of the contract rate per unit per month.
