RESOLUTION
AUTHORIZING EXECUTION OF AN EMPLOYMENT AGREEMENT
WITH DORLISSA BLACK
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, and Dolonna
Mecum, City Clerk, be and are hereby authorized and directed
to execute an Employment Agreement on behalf of the City of
Elgin with Dorlissa Black for employment as a secretary for
the City' s El Protector Program, a copy of which is attached
hereto and made a part hereof by reference.

EMPLOYMENT AGREEMENT
THIS AGREEMENT is entered into this /k , day of November
1994, between the City of Elgin, Illinois, a municipal
corporation (hereinafter referred to as "City" ) , and Dorlissa
Black.
WHEREAS, City desires to employ Dorlissa Black as a
project secretary for the City' s "El Protector" program; and
WHEREAS, Dorlissa Black is willing to accept appointment
as a secretary for the City upon certain terms and conditions;
and
WHEREAS, the employment of Dorlissa Black as a secretary
for City' s "El Protector" program is pursuant to an agreement
between City and the Illinois Department of Transportation,
dated July 20, 1993;
NOW, THEREFORE, for and in consideration of the mutual
covenants contained herein, City and Dorlissa Black, agree as
follows :
1 . That for an in consideration of the salary
established by City the secretary shall:
a. Provide secretarial, administrative and
public relations functions as may be required for
the efficient operation of the "El Protector"
project by the "El Protector" project coordinator.
b. Be governed by the City's personnel Rules
and Regulations, except that the benefits received
shall be those herein identified or otherwise
required by law.
2 . City shall provide the following:
a. Hourly salary of $8 . 34 , to be paid in
biweekly installments .
b. Attempt to provide enrollment in the
Illinois Municipal Retirement Fund.
3 . Dorlissa Black agrees that she shall work no more
than 650 hours during the term of this agreement.
4 . Further, no benefits shall be provided by City other
than as described herein, or as are required by law.
5 . This Agreement shall terminate on June 30, 1995;
provided however, that this agreement shall be terminable at
will upon written notice by either party.
IN WITNESS WHEREOF, the parties have caused this
Agreement to be executed on the date first written above.

SUBJECT: Employment Contract for El Protector Program
PURPOSE
The purpose of this memorandum is to authorize an employment
contract for Dorlissa Black to act as the secretary for the
El Protector Program.
BACKGROUND
The previous secretary contracted resigned her position for
personal reasons . Dorlissa Black will fill the remaining
term of the previous contract until June 1995 and continue as
long as the grant remains in effect.

None.
FINANCIAL IMPACT
There will be no financial impact to the City. All salary
and benefits will be 100% reimbursable by the El Protector
Grant with the Illinois Department of Transportation.

SUBJECT: Bid for Production of Public Service
Announcements for the El Protector Program
PURPOSE
This memorandum will provide the Mayor and City Council with
information to consider awarding a contract for the produc-
tion of four public service announcements for the El Protec-
tor Traffic Safety Awareness Program.
BACKGROUND
As part of the agreement listed in the Grant for the El Pro-
tector Program, bids for the production and duplication of
four video public service announcements were solicited.
The Elgin Police Department will distribute copies of the
public service announcements to schools and other public
service agencies. From a cultural standpoint, the Latino
community places an immeasurable amount of importance on
associating a visual impression with any message offered.
Proposals for the production of the aforementioned public
service announcements began in mid July, 1994, and were com-
pleted September 12, 1994 . Of the four production companies
interviewed, the Rick Simon Production Company of Chicago is
the recommended company to use for the production of said
public service announcements . Rick Simon Production Company
produced last year' s four PSA' s at a cost of $12,359 and did
excellent work. They are familiar with the El Protector
program and produce quality presentations that have clarity,
imagination and impact.

FINANCIAL IMPACT
The proposals ranged from a high of $18,000, submitted by
First Take, Inc. , to a low bid of $8, 309, submitted by
Rasho. A copy of the tabulation of bids is attached for your
consideration.
A video sample was sent by each of the bidding companies,
which were viewed and critiqued. The final analysis ranked
Rick Simon and Company to be of the highest quality.
Should the City agree to award the contract to Rick Simon
Production Company, the production of the four public service
announcements would begin as soon as possible. The money
spent by the City will be 100% reimbursed through the grant
agreement with the Illinois Department of Transportation.
LEGAL IMPACT
None .
RECOMMENDATION
It is recommended that the contract be awarded to Rick Simon
Production Company for the production of four public service
announcements for a total cost of $12 ,800 .
