RESOLUTION
CHANGING THE NAME OF FOUNTAIN SQUARE PLAZA
TO SOUTH GROVE AVENUE AND DUPAGE COURT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the north-south portion of Fountain Square
Plaza from East Chicago Street to South Spring Street be and
the same is hereby redesignated and renamed South Grove Avenue .
BE IT FURTHER RESOLVED that the east-west portion of
Fountain Square Plaza from South Spring Street to its terminus
be and the same is hereby redesignated and renamed DuPage
Court .
BE IT FURTHER RESOLVED that all city signs and maps shall
be altered to read South Grove Avenue and DuPage Court at the
aforesaid places .
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to give written notice to the election
authorities having jurisdiction in the area in which the
street names are hereby changed and to the post office branch
serving that area by certified or registered mail .
BE IT FURTHER RESOLVED that this resolution shall be in
effect thirty days after notice is given to the election
authorities and the post office as provided herein.

SUBJECT: National Street/Walnut Avenue Naming
PURPOSE
The purpose of this memorandum is to provide information to
the Mayor and City Council on potential street renaming of
the National Street/ Walnut Avenue roadway.
BACKGROUND
Currently Walnut Avenue changes name to National Street east
of the railroad tracks adjacent to the Fox River. This situa-
tion is confusing to visitors coming to the downtown from
State Route 31 . In particular, the intersection of State
Route 31 and Walnut Avenue does not provide any direction to
those looking for National Street . As Route 31 is a State of
Illinois roadway, the State controls all signage . IDOT regu-
lations permit only one street name at the intersection, not
even allowing "To National Street" directional information.
In order to alleviate the possibility for confusion to visi-
tors, renaming the section of street between State Route 31
and Villa to carry one name has been suggested.
It is recognized that any changes to existing street names
there would create short-term difficulties for existing busi-
nesses who would have to change printed materials such as
letterheads and business cards , similar to when area codes
were changed. This fact has been noted by several of the
businesses surveyed who wanted to keep the existing street
names .
There are historical considerations of a different variety
for National Street . The Elgin National Watch Company was an
Elgin institution for a large portion of the City' s history.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
Input for this issue was sought from people at the existing
addresses on National Street, Clock Tower Plaza and Walnut
Mayor and Members of the City Council

Avenue (between the Fox River and State Route 31 ) . Copies of
the survey letter form are attached.
Results of the National Street/Walnut Avenue survey are as
follows :
Stay the same 10 . 5
Rename Walnut ( tracks to 31 ) to National 3 . 0
Rename National to Walnut 3 . 5
One survey favored two answers , resulting in a split score .
Included above also are the two responses from Clock Tower
Plaza businesses (all in the complex have Clock Tower Plaza
addresses which would not change) .
A telephone call to the Elgin Riverboat Resort representa-
tives was also made . It was their opinion that making all of
the roadway east of Route 31 into National Street was the
best solution for the riverboat operation. The Convention
and Visitors Bureau was also contacted for input. It was
expressed that one name for the area in question would be
best for providing ease of direction.

LEGAL IMPACT
None .
RECOMMENDATION
It is recommended that to honor the history of the Elgin
National Watch Company and to facilitate visitors to the
downtown, that Walnut Avenue between State Route 31 and the
railroad tracks east of the Fox River be renamed to National
Street .

Dear National Street Residents and Business Owners :
Many visitors to downtown Elgin are going to be travelling to
our Center City with the fall opening of the Grand Victoria
riverboat casino. Our goal is to work with you on making our
community the best host possible.
Part of being a good host means helping our guests navigate
their way to their destination, whether it be the Grand Victo-
ria site or other businesses downtown.
We are interested in your input about the street name for
National Street (the roadway extended east of Walnut to Villa
Street) . There have been suggestions that to reduce confu-
sion, a name change should be considered. While there are
advantages to giving the street one name, there are practical
difficulties for existing addresses and there are historical
considerations . This name change will not impact Clock Tower
Plaza .
Please take a moment to complete and return the attached
survey . A stamped return envelope is provided for your conve-
nience. These surveys need to be returned by Monday, July

SUBJECT: Name Change for Fountain Square Plaza and

On August 24 , 1994 , the City Council adopted resolutions
regarding the following:
Changing the north-south portion of Fountain Square
Plaza from East Chicago Street to South Spring Street
to South Grove Avenue.
Changing the east-west portion of Fountain Square
Plaza from South Spring Street to its terminus to
DuPage Court.
Changing that portion of Walnut Avenue from State
Route 31 to the Fox River to National Street .
The resolutions have been recorded with the Kane County
Recorder, and today have been sent to the election authorities
and post office pursuant to state statutes . In that the
resolutions should be received by them on Monday, September 12 ,
and the name changes are effective 30 days thereafter, the name
change is effective as of October 12 , 1994 . A copy of said
resolutions are attached.
It is my understanding that the Department of Code
Administration will notify the residents and businesses affected
by the above changes .

PURPOSE

the Mayor and City Council on the renaming of Fountain Square
Plaza.

Three reasons have been given for renaming the area: ( 1 ) the
"plaza" will no longer physically exist with the reopening,
(2 ) the Center City Master Plan recognizes South Grove Avenue
as a major corridor and recommends that it become a through
street and ( 3) the concern for making travel through the area
as easy as possible for visitors . Ease of direction would
also apply to renaming the east-west section of Fountain
Square Plaza.
It is recognized, that any changes to existing street names

Surveys were sent out to residents and businesses directly
affected by any change. However, the more difficult task of
gathering opinions from travelling motorists was not undertak-
en.

Comments from those who wanted the existing names to remain
again mentioned the expense and difficulty in changing
names . With the small number of total responses ( 13) for
this issue clear consensus is not available. There are,
however, nine votes for making some change.

The restreeting project has a budget for signage.
LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that ( 1 ) the north-south section of Foun-
tain Square Plaza be renamed to South Grove Avenue and (2 )
the east-west section be renamed to DuPage Court.

SUBJECT: Proposed Street Name Change from Fountain Square
Plaza to South Grove Avenue and DuPage Street or
Grand Victoria Boulevard
This memorandum is written at the request of the. Traffic
Committee to solicit your response on the subject street name
change.
rFountain Square Plaza replaced two existing through streets,
South Grove Avenue and DuPage Street. With the reopening of the
Mall to two way traffic and the connection of Grove Avenue at
both the north and south of the mall, it is felt to be in the
best interest to rename the street. The new names could be as
they were 20 years ago before the mall was built or a new name
could be considered. The results of this survey will be
reviewed by the Traffic Committee and submitted to the City
Council for their consideration.
The owners of the Grand Victoria Casino have requested that
adjoining property owners be asked their feelings concerning
renaming Fountain Square Plaza and all of South Grove Avenue to
Grand Victoria Boulevard. South Grove Avenue will be the
preferred route to the new casino from the downtown.
Please take the time to fill out the attached self-addressed
postage paid response form and drop it in the mail as soon as

The Elgin City Council adopted a resolution on August 24, 1994
changing the north-south portion of Fountain Square Plaza from
East Chicago Street to South Spring Street to South Grove
Avenue; the east-west portion of Fountain Square Plaza from
South Spring Street to its terminus to DuPage Court; and the
portion of Walnut Avenue from State Route 31 to the Fox River to
National Street .
Said resolution becomes effective October 12, 1994 . As
required, the Elgin Post Office and the Kane County election
authorities have been notified of this change. However, it is
recommended that you reflect this address change on the back of
your voter registration card and forward it to the Kane County
Clerk prior to October 11, 1994, in order to be able to vote in
the November 8, 1994, election.
Change of address forms are available at the post office to
advise publishers, correspondents, and creditors of your address
change.

On September 9 , 1994 , I sent you resolutions regarding the above
street name changes . However, it has just been brought to my
attention that unlike previous changes, the changes for Fountain
Square Plaza and a portion of Walnut Street also involved
changes in the street numbers .
Accordingly, I am enclosing two lists which reflect what the
former street name and number were and what the new street name

Re: Street Name Changes
Dear Mr. Ryan:
On September 9, 1994, I sent you resolutions by certified mail
regarding name changes for Fountain Square Plaza and a portion
of Walnut Street. Several citizens have advised the City that
they were told by the Post Office that you were never notified
of these street name changes .
Unlike previous street name changes, these most recent changes
also changed certain numbers in addition to the street name.
Accordingly, although you have previously received the
resolutions concerning the name changes, I am now enclosing
lists which reflect what the former street number and name was
and what the new street number and name is . I apologize for not
having furnished you with these lists previously.
