RESOLUTION
INCREASING THE NUMBER OF STOPS FOR SOLID WASTE
GARBAGE AND REFUSE PAYMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the City of Elgin shall make payment to Waste
Management-West for 19,439 stops for solid waste garbage and
refuse and for 256 multi-family units at 75% of the contract
rate for the period July, 1994 through December, 1994 .

SUBJECT: Solid Waste Garbage & Refuse Contract Payments
PURPOSE
The purpose of this memorandum is to request City Council
approval for the number of "Stops" in the Solid Waste Garbage
and Refuse Contract.
BACKGROUND
The subject contract with Waste Management-West (WMW) speci-
fies that the number of "Stops" shall be adjusted on the
basis of increases which occurred during the preceding six
months . Figures have been derived from the City of Elgin New
Water Accounts listing.
The number of "Stops" listed in the contract should be in-
creased by 132 to account for the number of new housing units
constructed on public streets from January 5, 1994, through
June 22, 1994 . Waste Management-West (WMW) has concurred
with this figure.
Therefore, the contract number of "Stops" should be increased
by 132, from 19,307 to 19,439 . This number shall remain in
effect for the next six months (July, 1994 through December,
1994) .
Another adjustment to be made to the contract is the number
of units from multi-family developments . The following is a
list of developments and the number of units to be paid for
at the agreed rate (75% of the regular contract amount) for
garbage and recycling:

Accordingly, the number of multi-family units to be included
for payment totals 256 units at this time.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
Multi-family complexes have been contacted per the attached
summary sheet.
FINANCIAL IMPACT
The total budget amount for Refuse Services in 1994 is
$2,830,555 .
The cost for a standard public street "Stop" is presently
$10.99/Stop/Month for garbage, recycling and yardwaste.
There are sufficient funds in the Refuse Services Budget,
Account Numbers 010-3331-754 . 33-02 and 010-3331-754 .45-99, to
cover the additional "Stops" ( 132 x $10 . 99 = $1,450 .68/month
= $17,408. 16/year) .
The cost for a multi-family "Stop" is 75% of the cost for
garbage and recycling only, or $7 .65/Stop/Month. There are
funds available in the same accounts to cover these addition-
al . payments (256 x $7 . 65 = $1,958 . 40/month = $23,500 . 80/year) .
LEGAL IMPACT
The City Council will be requested to act at the meeting to
amend the contract.

It is recommended that the City Council authorize an increase
in the number of "Stops" listed in the contract with WMW by
132 to a new total of 19,439 which will remain in effect for
six months (July, 1994 through December, 1994) . Further,
payment should be authorized for the 256 multi-family units
7 at 75% of the contract rate for t/1next six months .
