94-107 Resolution No. 94-107 RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH MATSUSHITA ELECTRIC COMPANY OF AMERICA BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute an agreement on behalf of the City of Elgin with Matsushita Electric Company of America for the use of certain property located at 1703 N. Witnesseth WHEREAS, Owner is the owner of certain property located at 1703 N. Randall Road improved with offices and warehouse facilities (hereinafter referred to as the "Subject Property") ; and WHEREAS, the City by and through its fire department officials has requested that Owner consent to the City utilizing the Subject Property for a mass casualty drill on May 23, 1994; and WHEREAS, Owner has consented to the use of its property for said mass casualty drill in exchange for undertaking by the City that the Owner be indemnified and held harmless for any property damages or injuries incurred as a result of said mass casualty drill. NOW, THEREFORE, for and in consideration of the mutual promises and undertakings contained herein, and for other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the parties hereby agree as follows: 1 . That the foregoing recitals are incorporated into this agreement in their entirety. 2 . That Owner consents to the use of the Subject Property for a mass casualty drill to be conducted in general accordance with the mass casualty incident outline attached hereto and made a part hereof by this reference as Exhibit A. 3 . That the City agrees to indemnify and hold harmless the Owner, its officials, related companies and corporations, employees and agents, from and against any and all damages, losses, claims , causes of action, law suits, judgments, or any and all liability whatsoever arising out of the City' s or its representative' s activities on said property conducted as part of the mass casualty drill on May 23, 1994 . CITY OF ELGIN OWNER By �` ' -C-444:.-6447-144%--- By A Georg- VanDeVoorde Name ' Mayor Title Attest: City it Clerk rr-A �7G k ELGIN FIRE DEPARTMENT MABAS DIVISION II MASS CASUALTY INCIDENT DRILL MONDAY, MAY 23, 1994 AT 1930 HOURS DRILL SCENARIO It' s a routine Monday evening at the Panasonic Regional Headquarters building located in Elgin, Illinois . Office Personnel are working in their normal second shift positions, in a beautiful two year old facility. A couple of workers thought they heard an unusual "creak" up in the ceiling area. They said nothing and dismissed it as the normal sounds heard within a building. Minutes later, an entire ceiling area falls without notice. Although the ceiling is a suspended ceiling, the significant total weight traps appoximately 30-40 workers, injuring several of them. There is no fire, gas leak, or hazardous materials, but there is still a concern of future collapse. Some victims are able to free themselves and others are trapped under the debris . LOCATION This incident will take place in the office portion of the large warehouse at Panasonic, 1703 N. Randall Road. MABAS BOX This incident will require mutual aid through Box #2-492 . This alarm will go to the 3rd or 4th Box, in a progressive fashion. The incident will be designated as a Mass Casualty Incident, as defined by the Greater Elgin Area Mass Casualty Plan. The Mass Casualty Incident Trailer (MCIT) will be activated as per Box #2-492 . VICTIMS A total of 30 victims will be triaged, treated,' and transported. The injuries will be divided into 5 Red, 12 Yellow, 10 Green, and 3 Black. Refer to the attached sheet for a specific breakdown of patient injuries. EMS FACILITIES Incident Command will activate the Mass Casualty Plan through Sherman Hospital. Patients will be triaged, sorted, and then transported to facilities designated by Sherman Hospital. Sherman, St. Joseph, and possibly Hoffman Estates Medical Center are the expected receiving facilities . INITIAL DISPATCH Elgin Fire Communications will receive a phone call from an excited employee at Panasonic. The employee will state: "There has been an accident and a lot of people are hurt. " Initial dispatch will include Engine 3, and Rescue 2 . Dispatch will contact the Shift Deputy and advise him of the situation. The Shift Deputy should recommend a second ambulance. UPON ARRIVAL When Engine 3 arrives at the security gate, the security guard will direct them to the proper location. When they get to the exact location, an excited employee is outside the building, screaming directions to the Engine Company. There is also two slightly injured employees (greens) crying outside the building. Engine 3 shall give a good size-up to dispatch, establish Command, give a staging location, and request a still alarm on Box 2-492 . Engine 3 shall also advise Sherman to activate the Mass Casualty Plan. AFTER ARRIVAL Command will determine and communicate exact location, approximate patients, and a staging area. He will establish the following sector officers : -Chief Medical Officer (CMO) -Rescue -Triage -Transportation -Staging -Safety Patient treatment area and patient loading area must be established as soon as possible. Randall Road. EVALUATORS The MABAS Division II Training Committee will provide evaluators for different sectors . They will be easily identified by their evaluator vests . They will observe, record, and then report on the activities within their assigned sectors . A post incident discussion will follow the drill . This will take place at Elgin Fire Station #2, 650 Big Timber Road. (This is by the intersection of Big Timber Rd. and Rt. 31 . ) DRILL OBJECTIVES 1 . Evaluate use of the Incident Command System -Assumption -Announcement -Location -Overall Organization -Supervision of Sectors 2 . Evaluate use of the Greater Elgin Area Mass Casualty Plan -Inter-Agency Coordination -Control of Patient Distribution -Overall Organization 3 . Evaluate effectiveness of how patients are triaged, loaded, and transported. 4 . Evaluate overall efficiency of Communcations . 5 . Evaluate efficiency of Chief Medical Officer (CMO) operations within the Command System. PATIENTS 1 . Trapped under debris, extrication needed. Unconscious, bleeding from left ear, severe head injury. RED 2 . Partially. trapped under debris, must remove this patient before Victim 1 . Conscious, unable to move legs after freed from debris, spinal injury, severe dyspnea RED 3 . Flail chest on right side, puncture wound in abdomen RED 4 . Partially underneath debris, pelvis Fx, eviseration, shock RED 5 . Partially underneath cinderblocks, diminished lung sounds, falling level of consciousness, extrication needed. RED 6 . Back injury with tingling and numbness in both legs YELLOW 7 . Fx right arm, contusion left leg YELLOW 8 . Fx left ankle, cuts and bruises YELLOW 9 . Fx right hip with rotation YELLOW 10 . Helwig, City Manager SUBJECT: Authorization of Signing A Hold Harmless Agreement With Matsushita Electric Corporation of America PURPOSE The purpose of this memorandum is to request Council author- ization to enter into a Hold Harmless Agreement with Matsushi- ta Electric Corporation of America relative to a mass casualty drill. rk BACKGROUND The Elgin Fire Department will be conducting a mass casualty drill late in May at the Matsushita site. The drill is a medical (EMS) drill simulating response to a major catastro- phe. This drill will involve 13 different fire departments and includes the transportation of 30-35 "acting victims" . This drill is coordinated through Mutual Aid Box Alarm System (MABAS) Division II Training Committee. The Elgin Fire De- partment has a very active role within this Committee. The City and Matsushita will enter into an agreement which will hold Matsushita harmless from any damage or injury resulting from the drill. FINANCIAL IMPACT There will not be any financial obligation incurred by the City of Elgin with this contract. LEGAL IMPACT The City is assuming the obligation of protecting Matsushita Electric Corporation for property damage or injuries which might occur on the Matsushita property as a result of the activities during the drill. r Mayor and Members of the City Council May 5, 1994 Page 2 RECOMMENDATION The recommendation is for the City Council to direct staff to prepare a resolution authorizing execution of the agreement.
