Rice, City Manager SUBJECT: Grant Application .by the Fire Barn No. 5 Museum Board Attached is a letter from Brigid Trimble, President of a the Elgin Fire Barn No. 5 Museum, requesting approval 40% matching grant application to the Federal Government for exterior improvement of Fire Barn No. 5. The availability of a 60% Federal Matching Grant has just come to their attention and they are asking for immediate approval by the City Coun- cil of the application. Ms . Trimble will be present at your meeting to explain the program further. FINANCIAL IMPACT With an estimated total project cost of less than $50,000, Funding would come ofrom thesCity�'sn $20,000 . 9 Capital Improve- ments Fund. RECOMMENDATION It is recommended the City Council authorize filing a grant application for the exterior refurbishing of the Elgin Fire Barn No. 5 eum. Mayor and Council Members; It has been brought to the immediate attention of the Elgin Fire Barn No. 5 Museum by the Illinois Historic Preservation Agency that Federal Grant funding is available for Brick and Mortar Projects on National Register Listed buildings. The stipulations are as follows: • The funding is allocated on a 40°x6 match from local entities and 60% funding from the Federal Government. • The projects must be on National Register Listed Buildings • The project must be completed by September of 1993 24,1993 The Elgin Fire Barn No. 5 Museum Board would like the city to consider funding for the restoration of and upkeep on the exterior of Elgin's Fire Barn No. 5. Under the current lease agreement the city is responsible for the upkeep of the exterior of the building which would include the brick repointing, soffit repair, and painting. For nearly the same amount of funding, possibly less, from the city the entire building could be restored ahead of schedule allowing the funding raised by our organization to go to museum programs for the fire safety education of our community. The total projected cost is estimated at less than $50,000 the city's cost would likely be less than $20,000. Because of the short notice of the available funds the estimates are not available at this time. More information will be available and the Museum Board will supply to the Council more accurate estimates by the Council meeting on February 24th. Sincerely, Brigid J. SOUTH FACADE: The restoration is based on photographic evidence found in the museum archives • brick pier will match in brick type and mortar consistency stone base and cap will match existing. • wooden doors and windows : personnel door will match existing door on the east facade of the building in wood type and design. Based on the photographic evidence the apparatus doors and windows will be duplicated. • leaded glass window: The existing original window, that had been salvaged from the building at an earlier date, will be fully restored using as much of the original glass a possible and a restoration grade alloy will be used to relead it. The second window will match as closely a possible the glass used in the original. CHIMNEY RESTORATION: Using the photographic evidence the chimney will be rebuilt to original design. BRICK REPAIR, REPOINTING, AND CLEANING: Matching the original mortar consistency and profile. The missing and damaged bricks and damage, caused in part by the unsympathetic addition that will be moved in the immediate future, will be replaced. Brick to be cleaned with a mild chemical stripper and low pressure (less than 300 pi) water wash. REPLACEMENT OF ROTTED WINDOWS ON THIRD FLOOR: The wooden sashes on the third floor that have rotted beyond repair will be replaced by identical wooden replacement windows. PRIME PAINT AND REPAIR WOOD TRIM: The painted trim will be repainted to colors a close to original as possible.
