93-34 Resolution No. 93-34 RESOLUTION ESTABLISHING FEES FOR THE USE OF THE LORDS PARK PAVILION WHEREAS, the Parks and Recreation Advisory Board of the City of Elgin has recommended the establishment of fees for the use of the Lords Park Pavilion; and WHEREAS, the City Council of the City of Elgin concurs in the recommendations of the Parks and Recreation Advisory Board. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That from and after March 1, 1993 fees and charges for the use of the Lords Park Pavilion shall be in accordance with the following schedule: I. Rental Groups and Part-Time Staff Needs Group 1: 1-100 persons - one staff at $10 . 00 an hour Group 2 : 101-200 persons - two staff at $10. 00 an hour each; $20.00 each hour Group 3: 201-300 persons - three staff at $10. 00 an hour each; $30. 00 each hour II . Reservation Packages A. Two hour rental with 30 minute set up and tear down (3 hours) B. Four hour rental with 45 minute set up and tear down (5 .5 hours) C. Eight hour rental with one hour set up and tear down ( 10 hours) No proportional time allowed.. III . BACKGROUND: The two year pavilion renovation project is now completed and following the January 23 Rededication Ceremony the Parks and Recreation Department would like to begin accepting and booking rentals in the pavilion the end of February, 1993. FINANCIAL IMPACT: The Lords Park Pavilion will be accessible for large functions such as weddings or small get-togethers such as business meetings. The wide range of available uses for the pavilion should cover its direct and proportional indirect maintenance costs. A reservation policy is presented with the philosophy to establish annually a maintenance fee that covers direct staff costs and indirect maintenance costs (heavy cleaning of bathrooms, buffing floors, paper goods, refuse disposal, etc. ) . Reservations can be secured in two, four, or eight hour increments that also include set up and clean up time one, one and one half, and two hours respectfully (1/2 of allocated time divided at each end of reservation) . For example, a four hour reservation includes 45 minutes at the beginning for set up, and 45 minutes at the end for cleanup, totaling a 5.5 hour reservation. The maintenance fee would be based upon the 5.5 hours. r A non-resident fee of an additional 20% is consistant with percentage differential of recreation programs. Lastly, any equipment (i.e. , chairs, tables, projectors, etc. ) should be based upon parity with Hemmens ' equipment charges, as it is anticipated that much of the equipment may be shared by both sites for larger than normal events and to keep equipment stock at minimal levels.
