RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
BURNIDGE CASSELL ASSOCIATES FOR FOUNTAIN SQUARE PLAZA REOPENING
WHEREAS, the City of Elgin has heretofore entered into a
contract with Burnidge Cassell Associates for Fountain Square
Plaza Reopening; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Robert 0. Malm, Interim City
Manager, be and is hereby authorized and directed to execute
Change Order No. 1, a copy of which is attached hereto and
made a part hereof by reference.

FOUNTAIN SQUARE PLAZA REOPENING -
SCHEMATIC AND DESIGN DEVELOPMENT
CHANGE ORDER NO. 1
SCOPE: This Change Order No. 1 covers the extra work
necessary to complete the schematic and design
development engineering for the Fountain Square Plaza
Reopening.
The consultant for this project is Burnidge Cassell
Associates of Elgin, Illinois .
REASONS FOR CHANGE: This change order is required to pay the
costs associated with the new traffic count data collection
which was performed to supplement the older traffic data
available from the City. The work was performed by Traffic Data
Acquisition, Inc. for Walker Parking Consultants, a partner in
the design team.
The work included in this change order was not known and was not
reasonably foreseeable at the time of the letting of the
contract.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the
contract will be revised as follows :

The present contract with Burnidge Cassell Associates, is for
$74,974 . By reason of this Change Order No. 1, the contract for
the Fountain Square Plaza Reopening will be increased in the
amount of two thousand six hundred and five dollars ($2,605 . 00) ,
the total contract value being Seventy seven thousand five
hundred and seventy nine dollars ( $77 ,579 . 00) .
OTHER CONTRACT PROVISIONS: All other contract provisions shall
remain the same. ?

SUBJECT: Authorization of Change Order No. 1,
Fountain Square Plaza Reopening -
Schematic and Design Development
PURPOSE
This memorandum will provide the Mayor and Council with
information to consider the approval of Change Order No. 1
for the schematic and design development engineering for the
Fountain Square Plaza Reopening by Burnidge Cassell Associ-
ates.
BACKGROUND
The City Council awarded a contract to Burnidge Cassell
Associates for the subject project at their July 28, 1993
meeting. The City made available all pertinent documents as
listed in the Request for Proposal issued on May 71 1993.
Traffic counts taken for the City of Elgin Transportation
Study prepared by Donohue & Associates in January, 1991 were
outdated. The City Engineering Division did not have staff
available to conduct new traffic counts.
Walker Parking Consultants was involved with Burnidge Cassell
Associates in securing turning movement traffic counts from 7 -
AM to 9 AM and 3 PM to 6 PM, tabulated each 15 minutes, at
nine intersections in the Center City. This new data provid-
ed accurate numbers for the schematic and design development.
FINANCIAL IMPACT
The original contract for the Fountain Square Plaza Reopening
was $74,974 (Fund 393, Project #339517) . The net increase
because of Change Order No. 1 is $2,605 for a final contract
cost of $77,579. A copy of the change order is attached for
your consideration.

RECOMMENDATION
It is recommended that the City Council authorize the City
Manager to sign Change Order No. 1 for the Fountain Square
Plaza Reopening in the amount of $2,605 for an adjusted con-
tract amount of $77,579 .
