93-212 , Resolution No. 93-212 RESOLUTION REQUESTING CERTAIN STREETS IN COOK COUNTY BE DESIGNATED AS TRUCK ROUTES WHEREAS, the Truck Route Task Force of the City of Elgin has recommended that certain streets be designated as truck routes; and WHEREAS, the City Council of the City of Elgin has reviewed the recommendations of the Truck Route Task Force and concurs in said recommendations . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby requests that the following streets located in unincorporated Cook County be designated as Class II truck routes : Truck Route From To Gifford Road W. BACKGROUND: The City of Elgin is a diverse community with industry spread throughout the community. In order to minimize the im- pact of very large trucks in residential neighborhoods and still allow those businesses needing very large truck service, truck routes are recommended. The attached list of ninety-two ( 92 ) routes allows the needed access with minimal impact on residen- tial neighborhoods . This recommendation is made after numerous meetings of the Truck Route Task Force, a joint group of busi- nessmen and area residents appointed by the City Council . This ordinance only affects trucks over 73,280 lbs . , more than 8 feet wide, and longer than 55 feet overall . Pending State legislation may further expand the length restriction to 65 feet. No additional restrictions are included in this ordi- nance. FINANCIAL IMPACT These routes would require signage at every junction with existing truck routes . This would usually involve two ( 2 ) signs for every route - approximately 200 signs x $75 = $15, 000 . If the routes are not approved, the businesses in the City of Elgin receiving these very large trucks would be required to seek other trucks for delivery at higher costs or the trucks will be subject to fines for over-length and weight of up to $1,200 per truck. R' - City Manager Ordinance No. G39-93 AN ORDINANCE DESIGNATING CERTAIN STREETS AS TRUCK ROUTES WHEREAS, Chapter 951 ,, Section 15-111 of the Illinois Vehicle Code authorizes 'municipalities to place certain limitations on the size and weight of trucks or other commercial vehicles on streets under its jurisdiction; and WHEREAS, it is deemed to be in the best interest of the City of Elgin to designate portions of the city street system as truck routes; and WHEREAS, the Illinois Department of Transportation has developed and published a method for designating truck routes on streets under its jurisdiction; and WHEREAS, it is deemed advisable for the sake of uniformity to utilize said state designations where applicable. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . That Title 11, Chapter 11 .40 of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by adding Section 11 .40 . 085 to read as follows : 11 .40.085 Truck routes . 1. All streets in the City of Elgin excepting those highways hereinafter designated as Class II truck routes shall conform to the Illinois Vehicle Code as follows : Width - Chapter 951 , Section 15-102 Height - Chapter 951 , Section 15-103 Length - Chapter 951 , Section 15-107 Weight - Chapter 95k , Section 15-111 2 .
