93-2 Resolution No. 93-2 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH ILLINOIS HYDRAULIC CONSTRUCTION COMPANY FOR RIVERSIDE PARKING AREA DEMOLITION AND MODIFICATIONS WHEREAS, the City of Elgin has heretofore entered into a contract with Illinois Hydraulic Constrkiction Company for the Riverside Parking Area demolition and modifications; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described if.n Change Order No. 1, attached hereto. The contractor for this proje t is Illinois Hydraulic Construction Company of South Elgin, Illinois . REASONS FOR CHANGE: This change order is required to pay the costs associated with the changes to the demolition of the deck and the restoration of the surrounding area. The items included under this work included a deduct for t e sealing and crack repairs on the deck and the additional ost of paving, additional concrete sidewalks and modifications to the ' electrical system at the request of Co onwealth Edison Company. Because of the request by Commonwealth Ddison it was necessary to order equipment not specified in the original contract which added 21 days to the time necessary to •omplete the work. The work included in this change order as not known and was not reasonably foreseeable at the time of t e letting of the contract. Rice, City Manager SUBJECT: Authorization of Change Order No. 1, Final Payment and Final Acceptance of Riverside Upper Parking Deck Removal and Lower Deck Modifications PURPOSE: This memorandum will provide the Mayor and Council rk with information to consider the approval of Change Order No. 1, final payment and the final acceptance of the Riverside Deck removal and modifications by Illinois Hydraulic Construction Company. BACKGROUND: The City Council awarded, a contract to Illinois Hydraulic Construction Company for the subject project at their August 12, 1992 meeting. The work proceeded in early September with an expected completion date of October 30, 1992 . Due to unforeseen problems such as the renovation of the existing storm sewer on the lower parking area and the installation of an electric meter at the request of Commonwealth Edison, it was necessary to extend the contract time for the project to November 20, 1992. In addition to the above, there were costs associated with additional work necessary to complete the project in a manner consistent with the rehabilitation of the Center City. The existing service for lighting on Riverside Drive and the deck was 208 volts. The power now available in the downtown area is 240 volts. There were two options available in order to provide lighting. The City could have purchas d new ballasts and bulbs at a cost of approximately $200 ea h (for 30 fixtures) or install a transformer which would lower the voltage now available from Commonwealth Edison for approximately $1,500. It r was more cost effective to install a "Buck Boost" transformer to lower the voltage. In order to increase the number of spages on the lower deck, the curb arrangement at the south end hof the lower deck was modified, which required the installatign of additional asphalt. Mayor and Members of the City Council December 10, 1992 Page 2 The original plan for the renovation of the Crocker Parking Lot did not include sidewalk along the entire north edge of the lot. Due to accessibility requirements, it was necessary to install additional sidewalk at the northwest corner of the lot. As part of the new widened two-way approach from South Grove Avenue into the Crocker Lot, it was necessary to remove the existing approach to provide a consistent pavement through the sidewalk area. Barrier curb was added to the planter at the northeast corner of the lot to provide a transition between new paving brick and landscaping groundcover The storm sewer system for the lower deck along Riverside Drive has been operating with little maintenance for the last 20 years. When the contractor exposed the catch basins and pipe we found that the system was in need of renovation and repair. The work was performed on a time and material basis and included new pipe and structures over the entire length of the system from Chicago to Prairie. Weather constraints, such as temperatures below 40°F, prevented the contractor from crack sealing 4nd slurry sealing the existing lower deck. Based on the time schedule for further improvements to this area of Riverside Drive, it was not necessary to complete this work at this time, which resulted in a savings to the contract. FINANCIAL IMPACT: The original contract for the Riverside Parking Area - Demolition and Modifications was $513,000. The net increase because of Change Order Np. 1 is $12,582 .34 for a final contract cost of $525,582.34 . A copy of the change order is attached for your consideration. RECOMMENDATION: It is recommended that the City Council authorize the City Manager to sign Change Order No. 1 for the Riverside Parking Area - Demolition and Modifications in the amount of $12,582 .34 and extend the contract time to November 20, 1992, make final payment in the amount of $110,548 .90 and accept the completed work.
