RESOLUTION
ACCEPTING THE PROPOSAL OF BURNIDGE CASSELL ASSOCIATES
FOR DESIGN WORK AT THE ELGIN SPORTS COMPLEX
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of Burnidge Cassell Associates for design
work at the Elgin Sports Complex, a copy of which is attached
hereto and made a part hereof by reference.

SUBJECT: Approval of Working Drawings for Soccer Field Area
Grading at Sports Complex
Assuming the approval at this meeting of the temporary
mining permit for Road Materials at the Sports Complex, the
working drawings for the grading plans, erosion control plans
and staking plans for the soccer fields and other areas in
the complex need to be prepared. The attached proposal from
Burnidge Cassell Associates (who have done all of the previ-
ous work at the complex) is a fee in the range of $11,000 to
$13,000 depending on actual hours . Additionally, it may be
necessary to provide wetlands delineation, archaeology inves-
tigation, and/or environmental assessment Phase I work -
though these are not requested for funding at the present
time.
As noted in the proposal, Road Materials Corporation
proposes to pay the above costs and deduct these expenses
from the limestone sale royalties due the City. This will
simplify the process and is recommended.
FINANCIAL IMPACT
The overall benefit of the work will be substantial .
The proposed $11,000 to $13,000 cost herein will be taken by
the developer as a credit against future limestone mining
revenues.
RECOMMENDATION
City Council is asked to authorize the contract with
Burnidge Cassell Associates and Road Materials Corporation
providing for worawings for grading and staking plans .

Dear Larry:
Mr. Melahn's limestone mining proposal will be presented to the City Council on
April 28. Assuming that the council approves the request, Mr. Melahn would like
to start moving the "over-burden" layer of dirt as soon as possible, so he can be
ready to start mining limestone in early 1994.
You might recall that the "over-burden" layer will be moved to various areas of
the park for development of soccer fields, ball fields, golf course, etc. Mr.
Melahn will be grading these areas as an in-kind contribution to the City. The
soccer fields shown on the Sports Complex Master Plan have been identified as
the first priority to develop. All parties involved in this review, including P.A.R.C.
and Greg Bayor are anxious for these soccer fields to be ready to use sometime
in 1994.
Part of the on-going negotiatiors between Mr. Melahn and the City has identified
the necessity to develop grading plans for every area of the City park. These
areas include, in order of priority;
1) The soccer fields
2) New baseball fields
3) Practice fields
4) Golf course
5) Future lake shore treatment and related amenities.

It is expected that approximately 4 million cubic yards of"over-burden"fill will be
available to grade these areas of the park. The most logical procedure to
develop grading plans for all areas is to dispense the total amount of available in
the most appropriate manner to each area. It is not only important to have
grading plans for each area of the park, but it is important to coordinate all the
plans so the total available fill will be used in the best manner.
In previous discussions with the City, the P.A.R.C. and Mr. Melahn, it was felt
that the best way to pay for this design service, and any other design service
required, is to have Mr. Melahn "front" the costs for such services and then
credit him that amount to be discounted from the limestone sale royalties, due to
the City. We recently sent Mr. Melahn a breakdown of the expected cost for
providing grading plans for the soccer fields. A copy of this letter, and an
estimate for our land surveying services, are attached for your review.
At Mr. Melahn's request we are asking your concurrence of this procedure. Mr.
Melahn would like us to start our work on the grading plans immediately after the
City Council approval, assuming this is the case.
We are excited to be part of the Sports Complex Development and hope to see
the soccer fields ready to use soon. We will be contacting you soon after
receiving this letter so that we can hear your response prior to the Council
meeting.

• Dear Bill:
I have developed a cost estimate to complete the working drawings for grading the •
soccer field area. Included within this set of drawings are the grading plans, erosion
control plans, and staking plans.
The hours spent on this project will be allotted to drafting the Base Plan, Erosion Plan
and Staking Plan, studies of various ways to grade the site, calculations of the required
earth fill, meeting with yourself and Greg Bayor (and possibly with P.A.R.C.
Commission) to review the plans, revising the drawings as necessary and working with
a Civil Engineer to gather their initial input.

The fee will be in the range of$11,000 - $13,000 depending upon the actual hours
spent on the project. The costs for necessary surveying will be an extra, as will
reimbursable costs.
A number of assumptions are made to arrive at this fee. They are listed as follows:
1) An aerial topographic photo, dated 1973, exists for this area, however, some of
the grades should be verified by a surveyor, in the field. A surveyor should also
get spot elevations all along the east edge of the existing softball fields as well
as the road and parking lot. Additional field surveying may also be necessary to
locate landmarks for which to co-ordinate grades.

2) These drawings will not include irrigation plans, seeding, landscaping plans, site
details, field layouts, structure design, or road/parking design. Engineering will
not be part of these drawings.

3) It is not anticipated that an environmental assessment, an archaeological
survey, or a wetland delineation will be required. However, the City of Elgin
should make the final decision whether to pursue these issues any further. Cost
estimates for these types of services, based on other projects in the past, are:
Wetlands Delineation; $300 - $1,000
Archaeology; $1,000 -'$3,000
Environmental Assessment Phase 1; $1,000 - $3,000
If the City does decide to hire consultants to do any of these duties, then at the
City's request, BCA could co-ordinate the efforts as an extra service on an
• hourly basis. If the City decides not be pursue these issues and as a result the
project is delayed by a regulatory agency for further review, then BCA may
adjust their fees accordingly.
I'm sure you realize that this proposal fee will ultimately be credited towards the mining
royalties due to the City. This has been the opinion of the City up to this date in time.
We would anticipate starting on these drawings as soon as you tell us to proceed or

•immediately after the approval of your mining special use, whichever you wish.
