RESOLUTION
APPROVING CHANGE ORDER NO. 5 IN THE CONTRACT WITH
ELGIN BUILDERS, INC. FOR RENOVATION OF THE LORD'S PARK PAVILION
WHEREAS, the City of Elgin has heretofore entered into a
contract with Elgin Builders, Inc. for renovation of the
Lord' s Park Pavilion; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 5,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, . that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 5, a copy of which is attached hereto and made a part
hereof by reference.

RENOVATION OF THE LORD 'S PARK PAVILION
CHANGE ORDER NO . 5
SCOPE : This Change Order No . 5 covers additional work required
to complete construction changes for the renovation of
the Lord 's Park Pavilion .
The Contractor for this project is Elgin Builders .,
Inc . , of Elgin , Illinois .
REASONS FOR CHANGE : This Change Order is required for the costs
associated with the items requested by staff to complete the
following work .
1 . Additional wainscoting required in the lower level .
This circumstance was an unforeseen existing condition due
to the original wainscot being rotten on the backside in the
old warming room .
2 . Substitution of vinyl base in lieu of wood base in the lower
level .
The change is in the best interest of the City due to the
longevity of vinyl base versus wood base during maintenance
of the floors .
3 . Round roof repairs .
Upon complete removal of the porch roof , it was discovered
that the structural framing of the outer portion of the roof
was thoroughly ruined by water leaks and in need of being
rebuilt
4 . Handrails at exterior stairs .
Existing field conditions necessitated revising the handrail
fastening methods . A full footing was required in lieu of
the originally specified fasteners . This was an unforeseen
site condition .
5. Reframe pocket door openings to plumb door openings .
Pocket doors #37 - 38 and 41 - 42 would be installed at a
tilted angle to match the existing wall conditions if the
walls were not corrected and plumb . This revision is in the
best interest of the City for long term use of these doors .
6 . Structural revision of the North end stairs .
During construction a decision to modify the slope of the
grade on the North side was recommended by the Parks
Department . By raising the height of the slope of footings
of the stairs had to be raised and extra moisture protection
applied to the exterior wall at this location . This change
is in the best interest of the City , to provide suitable
grass surfaces for the park patrons to enjoy .
7 . Flashing of the existing cupola base .
The immediate prior cupola was not watertight and designed
to leak through the cupola onto the roof below and out the
bottom of the mounting pedestal .
This was an unforeseen existing condition due to previous
repairs that did not allow access to the cupola for
inspection . The flashing provided will maintain the
watertightness of the cupola .
8 . Additional insulation required at overhead doors in the
north and south winds and portions of the east wall .
This additional work completes the insulation ot the entire
upper level attics and side walls . Not all walls were
originally specified to be insulated , only those where
plaster repair or new construction was required . Subsequent
revisions to the scope of work exposed all portions ot the
walls and ceilings thus allowing insulation of these areas .
The change is therefore in the best interests of the city .
9 . Replumb exterior exit doors .
Doors #38 and #43 to the round porch do not open a tulJ. �u
degrees . and need to be replumbed accordingly to allow
proper fire exiting . Clearly this revision is in the best
interest of the City .
10 . Additional structural framing at the cupola .
Based on actual weights of the new cupola versus earlier
estimated weights , a structural analysis of this area
indicated additional framing would be required to the
present structure . Thus , this modification is in the best
interest of the City .
11 . Ceiling repairs in all upper rooms .
Per a request by the Parks Department , the existing plaster
ceiling was covered with drywall in lieu of patching the
ceiling as was originally specified . This change is in the
best interest of the City due to the elimination ot the need
for future ceiling repairs .
12 . Additional waterproofing installation on- exposed parts of
porch deck .
This change is in the best interest of the City to ensure
the watertightness of the exposed areas of the deck .
Additional waterproofing membrane was installed under the
porch deck to insure watertightness .
13 . Additional labor for hardwood floor nailing .
This hidden condition was under the old vinyl floor and
underlayment . Prior to the installation of the previous
vinyl floor , the original hardwood floor had been Lace
nailed to eliminate squeaks . This change is for labor only
to drive these nails down further to allow for the sanding
and finishing of the floor as originally specified .

00/100 Dollars ( 23 ,658 .00 ) . The new revised contract total will
be One Million Seventy Eight Thousand Five Hundred Nineteen and
00/100 Dollars ( 1 ,078 ,519 .00 ) .
OTHER CONTRACT PROVISIONS : All other contract provisions shall
remain the same .

SUBJECT: Change Order No. 5 for Remodeling Work
at Lords Park Pavilion
PURPOSE:
The purpose of this memorandum is to forward to the
Mayor and City Council Change Order No. 5 for the remodeling
work at the Lords Park Pavilion.
BACKGROUND:
Architects Dahlquist and Lutzow prepared plans and speci-
fications for the remodeling of the Pavilion. Subsequently,
a contract was awarded to Elgin Builders for the construction
which was begun on September 9, 1991.
Attached is Change Order No. 5 from Dahlquist and Lutzow
regarding the remodeling work. The change order includes
thirteen items with a total net cost of $23,658.
The architect will be present at the meeting of October
28, 1992 to provide an update on the rehabilitation work and
to answer any questions you may have regarding the change
order.
FINANCIAL IMPACT:
The change recommended by the architects will result in
a $23,658 increase in the contract with Elgin Builders from
$1,054,861 to $1,078,519 . There are sufficient funds avail-
able in the 1991 Bond Fund and the 1992 Park budget to fi-
nance the proposed work.

It is recommended the staff be directed to execute
Change Order No. 5 for the Lords Park Pavilion remodeling
