92-101 61-k- id 1 tom- RESOLUTION AMENDING FACADE IMPROVEMENT PROGRAM WHEREAS, a resolution adopting a Facade Improvement Program dated March 27, 1991 for the improvement, renovation and restoration of buildings to the original architecture of the buildings was approved by the city council on March 27 , 1991. WHEREAS, if certain amendments were implemented, the Facade Improvement Program as previously adopted, would be improved; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby amends the Facade Improvement Program dated March 27, 1991 for the improvement, renovation and restoration of buildings to the original architecture of the buildings as follows : 1. The Target Area of the program is amended to include the west side of State Street between Chicago Street and Highland Avenue as presented in amended Exhibit A. 2 . The program is amended in that the applicants will receive architectural services and field inspections by an architect under contract with the city in addition to the conceptual design and outline work specification provided in the original Facade Improvement Program. 3. The Facade Improvement Program is amended regarding the type of assistance to be received in that a building owner who owns adjacent storefronts may submit a single application for projects encompassing those adjacent properties. The amount of the rebate will be adjusted upward depending on the number of adjacent storefronts involved. 4 . The Facade Improvement Program is amended regarding the type of assistance to be received in that a business owner who operates businesses located in properties with adjacent storefronts may submit a single application. The amount of the rebate will be adjusted upward depending on the number of adjacent storefronts involved. 5 . The formula for percent rebate remains as follows: No. of Properties Percent Rebate 2 40% 3 45% 4 or more 50% 6 . The Facade Improvement Program type of assistance is further amended in that under circumstances where the cost of a facade improvement project exceeds $75,000, the business owner and/or building owner will be eligible to receive a percentage rebate not to exceed $7,500 per storefront. 7 . Point Number 8 of the Facade Improvement Application Process Application and Administrative Procedures is amended to indicate that subparagraph 1) is amended to state as follows: The applicant may continue to utilize the services of the architect under contract with the City for field inspection and other architectural services, or 2) the applicant may choose to hire a design professional of his or her own choice. 8.
